ADVERTISEMENT FOR BIDS
The Board of Directors of Grant-Roberts Water System, Inc., 1205 S. Dakota Street, Milbank, South Dakota
    NOTICE IS HEREBY GIVEN that the Grant-Roberts Rural Water System, invites and will receive sealed proposals (bids) for the furnishing to the Grant-Roberts Rural Water System all labor and materials necessary for construction of the Water Treatment Plant Control System Upgrades in the county of Codington, South Dakota. Bids will be received by Brent Hoffmann, General Manager of Grant-Roberts Rural Water System, Inc. up to the hour of 1:30 p.m., local time, on November 15, 2019. At said time, proposals will be publicly opened and read aloud at the Grant-Roberts Rural Water System Office located at 1205 South Dakota Street, Milbank, SD 57252.
    The scope of work consists of water metering and controls systems upgrades; well and high service pump drive system upgrades; new Plant SCADA System; valve replacement and automation; automated gas chlorine feed systems; process analyzers; and instrumentation.
    Bids shall conform to and be responsive to the Contract Documents for the work. The Contract Documents will be available after October 14, 2019. Copies of the Contract Documents will be on file and may be seen at the office of Grant-Roberts Rural Water System, Inc., Milbank, South Dakota and at the following offices of the Engineer:

    Bidders on this work will be required to comply with Title 40 CFR 33 and executive order 12138. The goals and other requirements for Bidders and Contractors under this regulation which concerns utilization of Minority Business Enterprises (MBE) and Women's Business Enterprises (WBE) are explained in the Specifications. The MBE goal for this project is 1% of the total dollar value of the job while the WBE goal is 4% of the total dollar value of this job.
    Bidders will be required to comply with Davis Bacon Wage Rate Requirements.
NONDISCRIMINATION
IN EMPLOYMENT
    (a) Bidders on this work will be required to comply with the President's executive orders Nos 11246 as amended, 11458, 11518, and 11625. The requirements for Bidders and Contractors under these orders are explained in the Specification.
    (b) The goal for female utilization which shall be included in all federal and federally assisted construction contracts and subcontracts in excess of $10,000 shall be 6.9%. The goal for minority utilization which shall be included in all federal and federally assisted construction contracts and subcontracts in excess of $10,000 shall be 1.3%. The goals are applicable to the Contractor's aggregate on-site construction workforce whether or not part of that workforce is performing work on a federal and federally assisted contract or subcontract.
Copies of plans and specifications may be obtained following receipt of payment of $200.00 per set, non-refundable, or a CD may be obtained with the documents in electronic (pdf) format following receipt of payment of $50 per set, nonrefundable, from Houston Engineering, Inc. at 3900 W Technology Circle, Suite 6, Sioux Falls, SD 57106.
    Contractors resident to South Dakota who intend, in good faith, to bid upon the project may, at no charge, receive copies of plans and specifications or a download in electronic (pdf) format of the contract documents by emailing rdavid@houstoneng.com at Houston Engineering.

    Each bid must be accompanied by a Bidder's Bond payable to Grant-Roberts Rural Water System, Inc. in a separate envelope in an amount equal to ten percent (10%) of the bid or in lieu thereof accompanied by certified check, cashier's check, or bank draft issued by a state or national bank and payable to Grant-Roberts Rural Water System, Inc. in amount equal to five percent (5%) of bid. This is to serve as a guarantee that the bidder will enter into a Contract for the performance of such work if the Contract is awarded to such bidder. Only bids which are accompanied by such bond will be considered.
    All Bidders shall hold a valid South Dakota Contractor's license of the proper class and shall enclose a copy of the license or Certificate of Renewal of the license in the same envelope as the Bidder's Bond.
    Substantial Completion for all WORK shall be April 17, 2020. Final Completion for all WORK shall be May 15, 2020.
    Grant-Roberts Rural Water System will award the contract to the lowest responsive and responsible Bidder. Grant-Roberts Rural Water System reserves the right to reject any and all bids, and to waive any and all irregularities in any bid.
