City of Big Stone City Council Proceedings

February 5, 2024
5:30 p.m.
The Big Stone City council met in regular session on Monday, February 5, 2024, at 5:30 p.m. with Mayor Brown presiding.  Roll Call: Stoddard, TJ Rabe, Redfield, Roscoe and Hughes. Others present:  Nancy Lee, Redgey Rademacher, Jessica Amberg, Bryan Austin, Amanda Lee, Kathy Rabe, Sue Christianson, Bob Goergen, Teresa Goergen, Doug Stengel, Ab Dorry and Margaret Kuefler.
The Pledge of Allegiance and the South Dakota State Pledge were recited.
Motion to accept the minutes from the January 3, 2024 meeting was made by TJ Rabe seconded by Hughes. All in favor. Motion carried.
Motion to pay the presented claims was made by Redfield and seconded by Roscoe. Upon roll call Ayes: Stoddard, Roscoe, Hughes, Redfield, TJ Rabe. Nayes: None.  Motion carried.

Utilities Manager gave an update on the meters being installed. Robert Athey will be the backup if needed to fill in.
Sheriff Report for February was as follows: 89 Hours worked. Activity report: One welfare check, protection order service, served a search warrant, felony drug investigation with arrests, involved in a pursuit and investigated a traffic accident. 
Public Comments: None.
Jessica Amberg manager of the Big Stone Liquor Store asked for Permission to purchase new bar stools for the Liquor Store. Council requested more information on the bar stools with two written quotes to be presented to council. This matter was tabled until next month’s council meeting.
Stoddard made a motion for a three year lease for a new POS System for the Liquor Store Redfield seconded. Upon roll call. Ayes: Roscoe, Hughes, TJ Rabe, Stoddard and Redfield. Nayes: None. Motion carried.
Council member Roscoe discussed the paint quotes she received for the Community Center. Stoddard made a motion to pay Megan Rabe $1,600 plus cost of paint with Roscoe seconded. Upon roll call. Ayes:  Redfield, Hughes, Stoddard, TJ Rabe and Roscoe. Nayes: None. Motion carried.
Hughes nominated Robert Goergen to fill out the vacated Council seat in WARD 3 with Roscoe seconded. Upon roll call. Ayes: TJ Rabe, Roscoe, Redfield, Stoddard and Hughes. Nayes: None. Motion carried.
Mayor Brown administered the Oath of Office to Robert Goergen he then took his council seat.
Waste Management contract will be expiring February 29, 2024. The Finance officer is working with the Representative on an updated contract for approval.  
Redfield made a motion at 5:54 p.m. to adjourn the meeting and enter into executive session for the 2024 wage discussion and Hughes seconded. All in favor. Motion carried. 
Stoddard made a motion at 6:40 p.m.to come out of executive session and reconvene regular meeting Redfield seconded. All in favor. Motion carried.
Stoddard made a motion for Utilities Manager and Electrical Superintendent receive a pay raise of 5% Hughes seconded. All in favor. Motion carried.
TJ Rabe made a motion that Part-Time workers at Liquor Store pay increase to $14.50 per hour Roscoe seconded. All in favor. Motion carried.
Hughes made a motion cleaning personnel for Community room and Liquor Store pay is $21.00 per hour TJ Rabe seconded the motion. All in favor. Motion carried.
Stoddard made a motion Council Members and Mayor pay be increased $500.00 per year Redfield seconded. All in favor. Motion carried.
RESOLUTION 2024-01
Salaries
WHEREAS, SDCL 9-14-28 requires the governing body of every municipality to fix and determine by ordinance or resolution, the amount of salaries and compensation of all municipal officers and employees; and
WHEREAS, the City shall publish the salaries for compliance with the provisions of SDCL,
NOW, THEREFORE, BE IT RESOLVED by the City Council that the following salaries and wages be effective first payroll in January for the year 2024:
