The Big Stone City council met in regular session on Monday, May 6, 2024, meeting began at 5:30 p.m. with Mayor Brown presiding. Roll Call: Roscoe, TJ Rabe, Stoddard, Goergen and Redfield. Absent: Hughes.
Others present: Attorney Stock, Nancy Lee, Redgey Rademacher, Jessica Amberg, Amanda Lee, Bryan Austin, Geven Rabe, Kathy Rabe, Dewane Stoddard, Dan Schroeder, Kris Redfield, Teresa Goergen, Doug Stengel, Joan Reiffenberger, Greg Haugen, Margaret Kuefler and Becky Brunsing.
The Pledge of Allegiance and the South Dakota State Pledge were recited.
Motion to accept the minutes from the April 8, 2024 meeting was made by Roscoe seconded by TJ Rabe. Absent: Hughes. All in favor. Motion carried.
Motion to pay the presented claims was made by Redfield and seconded by TJ Rabe. Upon roll call Ayes: Roscoe, Stoddard, Goergen, TJ Rabe, and Redfield. Absent: Hughes. Motion carried.

Discussion was held on doing a clean-up for City of Big Stone City like last year. The days will be June 5 and June 7, 2024. Big Stone Liquor Store will no longer be accepting paper checks effective immediately.
Redfield made a motion to approve the increase for the Bridge repair levy with Roscoe second. Ayes: Goergen, TJ Rabe, Redfield, Roscoe and Stoddard. Absent: Hughes. Motion carried.
Public Comments: Geven Rabe commented that the First right of refusal for the Big Stone School will need more than 50% approval on the June ballot for the City of Big Stone City to receive the First right of refusal.
Becky Brunsing, South Dakota Public Assurance Alliance discussed what they could offer to the City of Big Stone City.
One bid received for the sidewalk bid and Stoddard made a motion to reevaluate at next month’s meeting after more clarification on the bid TJ Rabe second. All in favor. Absent: Hughes. Motion carried.
Waste Management was discussed with a letter that will be mailed to residents with garbage and recycling charges. It will be rediscussed next month on the recycling charges.
Steve Brown administered the Oath of Office to Bruce Redfield and Robert Goergen.
Stoddard made a motion to appoint Bruce Redfield, President and Darcy Roscoe Vice President of council TJ Rabe second. All in favor. Absent: Hughes. Motion carried.
Stoddard made a motion to appoint TJ Rabe as council member in Ward 1 with Roscoe second. All in favor. Absent: Hughes. Motion carried.
Steve Brown administered the Oath of Office to TJ Rabe.
Stoddard made a motion to approve building permit for Kathie Lantis TJ Rabe second. All in favor. Absent: Hughes. Motion carried.
TJ Rabe made a motion to approve building permit for Donald Tillman contingent on variance approval Goergen second. All in favor. Absent: Hughes. Motion carried.
Stoddard made a motion to approve building permit #1 for Paul Pinkert with Roscoe second. All in favor. Absent: Hughes. Motion carried.
Redfield made a motion to approve building permit #2 for Paul Pinkert with Roscoe second. All in favor. Absent: Hughes. Motion carried.
TJ Rabe made a motion to approve building permit for Bruce and Janet Smith with Goergen second. All in favor. Absent: Hughes. Motion carried.
TJ Rabe made a motion to approve building permit for Brittany Vetch with Redfield second. All in favor. Absent: Hughes. Motion carried.
TJ Rabe made a motion to approve Big Bang Fireworks Retail License with Redfield second. All in favor. Absent: Hughes. Motion carried.
Stoddard made a motion to approve Big Bang Fireworks Special Retail License with TJ Rabe second. All in favor. Absent: Hughes. Motion carried.
TJ Rabe discussed with council the interview process for the summer help has been completed and TJ Rabe made a motion to offer the position to Braxton Brandriet at $16.00/hour with Roscoe second. Ayes: Roscoe, Stoddard, Hughes, Goergen and TJ Rabe. Nayes: None. Absent: Hughes Motion carried.
Stoddard made a motion for Bruce Redfield to sign the Department of Energy cybersecurity grant with Roscoe second. All in favor. Absent: Hughes. Motion carried.
Stoddard made a motion at 6:29 p.m. to adjourn the meeting and go into executive session TJ Rabe seconded. All in favor. Absent: Hughes. Motion carried.
Stoddard called to come out of executive session at 7:22 p.m. Redfield second. With no further business being conducted meeting adjourned.
