6:30 p.m.
The Big Stone City council met in regular session on Monday, September 11, 2023, meeting began at 6:30 p.m. with Mayor Brown presiding. Roll Call: Roscoe, Stoddard, G. Rabe, Redfield, Hughes, and TJ Rabe. Others present: Attorney Stock, Nancy Lee, Bryan Austin, Redgey Rademacher, Jessica Amberg, Sue Christensen, Kathy Rabe, Dewane Stoddard, Tyrone Ronke, Abby Crist, Wendy Sullivan and Lori Gilsdorf.
The Pledge of Allegiance and the South Dakota State Pledge were recited.
Motion to accept the minutes from the August 7, 2023 meeting was made by Rabe and seconded by Hughes. All in favor. Motion carried.
Motion to pay the presented claims was made by Redfield and seconded by Roscoe. Upon roll call Ayes: Roscoe, G. Rabe, Stoddard, Hughes, TJ Rabe and Redfield. Nayes: None. Motion carried.

Council member Roscoe discussed concerns of the baby foxes in town, speeding cars around the school area, dead trees and clean up needed at Chautauqua.
Sheriff report for August was as follows: Hours worked 115. Activity report: Speed complaint, served a search warrant, vehicle accident, two DUI arrests, apprehended a felony fugitive, several drug arrests. The speed complaint was concerning early morning commute hours through Big Stone City.
Public Comments: Tyrone Ronke had some questions regarding his employment and at the request of Attorney Stock this will be discussed in executive session as personnel issues are not discussed during public comments.
Rabe made a motion that the City goes with WinWater bid of $83,336.85 for the water meters and Roscoe seconded the motion. Ayes: Redfield, Hughes, TJ Rabe, Roscoe, G. Rabe. Nayes: Stoddard. Motion carried.
POS system at the Liquor store was discussed Liquor store Committee will be checking into this system.
Mayor Brown appointed Dewane Stoddard, Kathy Rabe and Peter Steinke to the Surplus Property committee.
Redfield made a motion to approve the sale of the surplus property after the committee inspects the surplus property. TJ Rabe seconded the motion and upon roll call the Ayes: Roscoe, Stoddard, G Rabe, Hughes, TJ Rabe and Redfield. Nayes: None. Motion carried.
Stoddard made a motion to approve the easement on 551 Main with the water, sewer and electric with Hughes seconding the motion. All in favor. Motion carried.
Bryan Austin discussed with the council that Missouri River Energy Services will do an electric rate study for the City of Big Stone. The electric rates have not changed in several years and it is recommended the council have it completed. MRES total cost is $12,000 to complete the study. Since we are members of MRES they will provide the service at 50% of the cost for a total of $6,000.
Stoddard made a motion to have the Electric rate study completed by Missouri River Energy for a cost of $6,000 and Roscoe seconded the motion upon roll call the Ayes: G Rabe, Hughes, Roscoe, Redfield, Stoddard and TJ Rabe. Nayes: none. Motion carried.
Hughes made a motion to approve the first Reading Ordinance 2023-01 Annual Budget 2024 with Redfield seconded the motion. All in favor. Motion carried.
Redfield made a motion for Nancy Lee to attended the Annual SDML conference Oct 4- 6, 2023 with Rabe seconded the motion. All in favor. Motion carried.
Stoddard made a motion to adjourn the regular meeting at 7:25 p.m. and go into executive session with Redfield seconded the motion. All in favor. Motion carried.
At 8:12 p.m. Stoddard called to go out of executive session and G Rabe seconded the motion. All in favor. Motion Carried.
At 8:12 p.m. Stoddard called to reconvene the regular council meeting and G Rabe seconded. All in favor. Motion carried.
Redfield made a motion to temporarily suspend employment with the Big Stone Municipal Liquor Store for Tyrone Ronke and Abby Crist until further action can be taken Roscoe second the motion. Upon roll call the Ayes: G Rabe, Stoddard, Roscoe, Redfield and TJ Rabe. Nayes: None. Abstain: Hughes. Motion carried.
Next Council meeting will be October 2, 2023 at 6:30 p.m.
Being no further business Stoddard called to adjourn the meeting at 8:14 p.m. Redfield seconded the motion. All in favor. Motion carried.
