6:30 p.m.
The Big Stone City council met in regular session on Monday, August 7, 2023. Meeting began at 6:30 p.m. with Mayor Brown presiding.  Roll Call: Roscoe, Stoddard, G. Rabe, Redfield, Hughes and TJ Rabe. Others present: Attorney Stock, Nancy Lee, Pat Kaiser, Bryan Austin, Redgey Rademacher, Sue Christensen, Gene Biever, Margaret Kuefler, Kris Redfield, Kathy Rabe, Dewane Stoddard, Tyrone Ronke and Abby Crist.
The Pledge of Allegiance and the South Dakota State Pledge were recited.
Motion to accept the minutes from the July 10, 2023, meeting was made by Rabe and seconded by Hughes. All in favor. Motion Carried.  
Motion to pay the presented claims was made by Redfield and seconded by Roscoe. Upon roll call Ayes: Roscoe, G. Rabe, Stoddard, Hughes, TJ Rabe and Redfield. Nayes: None. Motion Carried.

Sheriff report for July was as follows: Hours worked 88. Activity report: Three drug arrests, respond to 911 call, one drug investigation, one motorist assist, one civilian assist, one traffic complaint.
Stoddard made a motion to approve the building permit at 708 2nd Ave and Hughes seconded the motion. Upon roll call the Ayes: Redfield, TJ Rabe, Stoddard, Roscoe and Hughes.  Abstain: G Rabe. Nayes: None. Motion Carried.
Roscoe made a motion to approve the building permit at 506 Mitchell Ave and Redfield seconded. Upon Roll call the Ayes: TJ Rabe, Stoddard, Roscoe, Redfield and Hughes. Abstain: G Rabe. Nayes: None. Motion Carried.
Hughes made a motion to approve building permit at 753 Elm Street and TJ Rabe seconded. Upon roll call Ayes: Roscoe, Stoddard, Redfield, TJ Rabe and Hughes. Abstain: G Rabe. Nayes: None. Motion Carried.
A Building permit is not required for a fence at 551 Main as long as it is under 6 feet. No action taken.
AMI meters were discussed. The committee suggested to not move forward with the electrical meters. The water meters were tabled until further information is obtained about installation.
The Government website was discussed. We have received two quotes on a new website. G Rabe is looking into less expensive options. Stoddard made a motion to allow up to $500 for a web design and Hughes seconded the motion. All in favor. Motion carried. 
Discussion was held on the fire hydrant located at 754 Elm St. The city will not move the fire hydrant. The homeowner can relocate it at his expense.
POS system at the Liquor store was discussed that it doesn’t handle the inventory as it should. Liquor store Committee will be checking into the agreement on this system.
Liquor store cleaning was tabled until a manger is hired.
Redgey gave a report on a 2006 Sterling snowplow. Stoddard made a motion allowing up to $50,000 for a new plow and G Rabe seconded the motion. All in favor. Motion carried 
Stoddard made a motion to adjourn the regular meeting at 7:07 p.m. and go into executive session with G. Rabe seconded the motion. All in favor. Motion Carried.
At 8:11 p.m. Hughes called to go out of executive session and Redfield seconded the motion. All in favor.  Motion Carried.
At 8:12 p.m. Hughes called to reconvene the regular council meeting and Redfield seconded.  All in favor. Motion Carried.
Redfield made a motion to pay Nancy Lee $26.00 per hour. Hughes seconded and upon roll call the Ayes: G. Rabe, Roscoe, Redfield, TJ Rabe, Hughes and Stoddard. Nayes: None Motion Carried.
Next council meeting will be September 11, 2023, at 6:30 p.m.
Being no further business Redfield called to adjourn the meeting at 8:14 p.m.  Hughes seconded the motion. All in favor. Motion Carried.
