The Big Stone City council met in regular session on Monday, January 3, 2022. Meeting began at 5:30 p.m. with Mayor Athey presiding. Roll Call: Roscoe, Stoddard, Rabe, Redfield and Zahnow. Brown absent. Others present: George Boos, Bryan Austin, Redgey Rademacher, Maria Loughlin, Rick Gustafson, Wesley Bowsher, Melvin Dockter, Nathan Henrich, Dewane Stoddard, Rick Gustafson, Bob Zahnow, Kayla Teske, Kathy Rabe and Colin Rabe.
The Pledge of Allegiance and the South Dakota State Pledge were recited. Motion to accept the minutes from the last meeting was made by Roscoe and seconded by Zahnow. All in favor. Motion carried.
A seconded reading for Ordinance 2021-11 for a rezoning application for residential lot to commercial for Nathan and Molly Henrich. A motion was made by Rabe and seconded by Redfield to approve the rezoning Ordinance. All in favor, motion carried.
A public hearing for a variance for Richard Gustafson requesting a 7ft variance for a new deck on front of house on 2nd Ave. A motion to approve the variance was made by Redfield and seconded by Rabe. All in favor motion carried.
A public hearing was held for a variance for Kayla Teske at 306 Mitchell Ave for the construction of a home requesting a 5-foot variance on the north side of the property on Jayne Street and a 10-foot variance off the property line on Mitchell Ave. Rabe suggest review of application to planning and zoning. Public hearing for the variance will be in February’s meeting. All in favor.
Motion to pay the presented claims was made by Redfield and seconded by Stoddard. All in favor. Motion carried.

Sheriff report for December: Hours worked within city: 94.5 hours. Responded to motorist assist, welfare check. Dog complaint, vehicle accident, fraud investigation, traffic complaint, assault investigation.
A motion for Resolution 2022-01 was made by Redfield and seconded by Roscoe. All in favor. Motion carried.

Salaries
WHEREAS, SDCL 9-14-28 requires the governing body of every municipality to fix and determine by ordinance or resolution, the amount of salaries and compensation of all municipal officers and employees; and
WHEREAS, the City shall publish the salaries for compliance with the provisions of SDCL,
NOW, THEREFORE, BE IT RESOLVED by the City Council that the following salaries and wages be effective first payroll in January for the year 2022:

Mayor Athey appointed Geven Rabe as a non-voting member on the Planning and Zoning committee. All in Favor. Building permits will be going through planning and zoning’s review moving forward. A motion to send Rabe to planning and zoning training was made by Redfield and seconded by Zahnow. All in favor.
A motion to renew the annual insurance for the City with Insurance Solutions Plus was made by Stoddard and seconded by Rave. All in favor motion carried.
A motion to accept the Workmen’s Compensation with SDML was made by Rabe and seconded by Stoddard. All in favor. Motion carried.
A motion to set Election date to April 12, 2022 was made by Rabe and seconded by Redfield. All in favor. Motion carried.
Being no further business a motion to adjourn regular session was made by Redfield and seconded by Stoddard. All in favor, motion carried.
