The Big Stone City council met in regular session on Tuesday, July 5, 2022. Meeting began at 6:30 p.m. with Mayor Athey presiding. Roll Call: Roscoe, Stoddard, Brown, Rabe and Redfield present. Others present: Kelsey Stock, Nancy Lee, Bryan Austin, Redgey Rademacher, Jim Matthews, Gene Weeding, Bob Zahnow, Pat Kaiser, Gene Biever, Duane Stoddard and Joey Kaiser.
The Pledge of Allegiance and the South Dakota State Pledge were recited.
Motion to accept the minutes from the June 6, 2022 regular meeting was made by Rabe and seconded by Redfield. Aaye: Brown, Roscoe, Redfield, Rabe, Zahnow, Stoddard. Motion carried.

Motion to accept the claims was made by Brown and seconded by Zahnow. All in favor. Motion carried.
Public comments: Joey Kaiser was asking about the Ordinances of tractors in City limits and the City of Big Stone does not have any ordinances regarding tractors. Discussion was held regarding unkept property and Council is addressing them on an individual basis.
Planning and Zoning had a couple questions for Gene Weeding regarding his building permit. After the discussion Stoddard made a motion to approve the building permit for Gene Weeding and Redfield seconded the motion. Ayes: Redfield, Brown, Zahnow, Roscoe, Stoddard. Nayes: Rabe Motion carried.
Sheriff’s report was read with working 91 hours in the City of Big Stone. They responded to two welfare checks, two traffic complaints, four paper services, one suspicious person complaint, one alarm response, one lost pet and responded to a gas odor at a residence. Sheriff discussed the rules and regulations with 4 wheelers/side by sides in town.
Bryan Austin, Electrical Superintendent will be meeting with WAPA representatives on July 12th regarding meters/rates and will bring the Council information at the August meeting.
Discussion was held on an electrical wire laying on the ground behind a business. Bryan Austin will look into the matter.
Josh Wollschlager was unable to attend and phoned Mayor Athey before the meeting asking for Council to relook at the price he was given. No action was taken.
Motion made by Brown to approve the building permit for The Lakes One Stop and Redfield seconded the motion. Ayes: Zahnow, Rabe, Stoddard, Redfield, Roscoe, and Brown. Nayes: none. Motion Carried.
Motion made by Zahnow and seconded by Rabe to approve the 2022-2023 Uniform Alcoholic Beverage License Agreement for The Lakes One Stop. All in favor. Motion carried.
Discussion was held on Jacob Brakes Ordinance 91.07 and the consensus with Council was to let the Sheriff know of our concerns in the City of Big Stone.
Rabe made a motion to adjourn the meeting at 7:06 p.m. and Zahnow seconded the motion. All in favor. Motion carried.
Mayor Athey called the meeting into executive session at 7:08 p.m. for a personnel issue.
Stoddard made the motion to end executive session at 7:49 p.m. and Rabe seconded the motion. All in favor. Motion carried.
Being no further business a motion to adjourn the meeting at 7:49 p.m. was made by Stoddard and Redfield seconded the motion. All in favor. Motion carried.
