 6:30 p.m.
The Big Stone City council met in regular session on Monday, June 6, 2022. Mayor Athey called the meeting to order at 6:30 p.m. Roll call Roscoe, Brown, Stoddard, Rabe, Zahnow and Redfield. Others present: Kelsey Stock, Nancy Lee, Redgey Rademacher, Bryan Austin, Jim Matthews, Mike Maurer, Julie Enstad, Doug Enstad, Earl Lundin, DeWayne Stoddard, Bob Zahnow, Pat Kaiser and Gene Weeding.
The Pledge of Allegience and the State Dakota State Pledge were recited.
Motion to approve the amended agenda was made by Redfield and seconded by Roscoe. All in favor. Motion carried.
Motion to accept the minutes from May 2, 2022 regular meeting was made by Redfield and seconded by Rabe. All in favor. Motion carried.

Motion to accept the claims was made by Brown and seconded by Roscoe.  All in favor.  Motion carried.
Geven Rabe gave an update on the Planning & Zoning meeting with the following building permits presented to council for approval.
Roscoe made a motion to approve the building permit at 1218 Travelers Ave and Redfield seconded the motion. All in favor. Motion carried.
Brown made a motion to approve the building permit at 751 Elm St and Rabe seconded the motion. All in favor. Motion carried.
Redfield made a motion to approve the building permit at 605 Lake St and Roscoe seconded the motion. All in favor.  Motion carried.
Zahnow made a motion to approve the building permit at 208 Lake St and Stoddard seconded the motion. All in favor.  Motion carried.
Brown made a motion to approve the building permit at 801 Cornell Ave and Rabe seconded the motion. All in favor.  Motion carried.
Rabe made a motion to approve a building permit at 903 4th Ave and Redfield seconded the motion. All in favor: Rabe, Roscoe, Redfield and Zahnow. Opposed: Stoddard. Abstained: Brown. Motion carried.
Stoddard made a motion to approve the building permit at 107 Cornell Ave and Rabe seconded the motion. All in favor.  Motion carried.
Stoddard made a motion to approve the Annual Report for Big Stone City year ended December 31, 2021 and Brown seconded the motion. All in favor. Motion carried.
No report from Sheriff’s Office.
Public Comments: Earl Lundin was questioning the electrical issues at Jason Wollschlager’s business.  In a previous council meeting the Council had referred Wollschlager to Earl Lundin with the EDA to see if they could help with any cost. Julie Enstad was questioning the discoloration of the water , being no calls have been received we were not aware of any problems. Utilities Manager will stop and take a look and flush the system if need be. Julie Enstad had concerns about a step that was redone by the City on her mother’s property. Redgey Rademacher, Utilities Manager explained that her brother Greg had given them approval of the height on the step. Redgey will be over to discuss the options with the family.   Gene Weeding discussed his concerns on the planning & zoning with the building permits.
Redfield made a motion to offer Bo Biever the 2022 Seasonal maintenance position and Rabe seconded the motion. All in favor. Motion carried.
Rabe made a motion that with the difficulties of making arrangements for doing a City wide cleanup that council should relook at our options next spring, Stoddard seconded the motion.  All in favor. Motion carried.
The new ordinance books have arrived for Council approval. Discussion was held on them and when they are completed the ordinances will be put on the website and a copy will be available in the City office along with the Library for anyone wanting to sign out the book.
Rabe made a motion approving the updated changes in the City software programs with Advanced Technologies in the amount of $2,000 and Stoddard seconded the motion. All in favor. Motion Carried. 
Bryan Austin, Electrical Engineer will be meeting with the Electric and Water committees to discuss rates and the updating of meters. WESCO and IRBY Tool & Safety will be out next month with more information and discussion.  The tornado sirens were talked about, Bryan has one that is ordered to replace at the ballfield, and will be speaking with the Civil Defense at Grant County for follow up on this discussion.
Redgey Rademacher, Utilities Manager will be meeting with Council members Zahnow and Redfield for going over the rates and wordage for a new contract with POET Biorefining.
The Petition to vacate a street is waiting for all landowners to sign.
Council member Roscoe brought up the subject of un-kept property around town. It was addressed that anyone can fill out a Complaint/Inspection report in the City office and the proper protocol will be taken. Clarification was also stated that if the City has to mow property for a residence in Big Stone City there is a charge of $200.00 per time.
Board has declined the issuance of a Uniform Alcoholic License Application for The Lakes One Stop, LLC at this time because the license is contingent of the building permit being issued in July.
The next Council meeting will be on Tuesday, July 5, 2022 at 6:30 p.m. 
Stoddard made a motion for Greg Cloos Retail Fireworks License be approved and Redfield seconded the motion. All in favor. Motion Carried.
Being no further business a motion to adjourn the meeting at 7:34 p.m. was made by Stoddard and seconded by Redfield. All in favor. Motion carried.
