City of Big Stone City Council Proceedings • May 2, 2022

6:30 p.m.

The Big Stone City council met in regular session on Monday, May 2, 2022. Meeting began at 6:30 p.m. with Mayor Athey presiding. Roll Call: Roscoe, Stoddard, Brown, Rabe and Redfield present. Others present: George Boos, Nancy Lee, Bryan Austin, Redgey Rademacher, Kelsey Stock, Bob Zahnow, Julie Enstad, Teresa Goergen and Duane Stoddard.

The Pledge of Allegiance and the South Dakota State Pledge were recited. 

Motion to accept the minutes from the April 4, 2022 regular meeting was made by Redfield and seconded by Rabe. All in favor. Motion carried.

Motion to accept the minutes from the April 19, 2022 Special meeting was made by Brown and seconded by Stoddard. All in favor. Motion carried.

Motion to accept the claims was made by Stoddard and seconded by Redfield.  All in favor. Motion carried.

Planning and Zoning report was given on the new projects and building permits that have been applied for in Big Stone City.  The committee will be meeting on the last Tuesday of the month prior to the first Monday of a month.  All permits will go to the City Council on the 1st Monday of the month for approval or denial.

No public comments.

Sherriff’s report was read with working 84 hours in the City of Big Stone.  They responded to a disorderly person, investigated two scam reports, conducted two welfare checks and one car accident.

Stoddard made a motion to adjourn the meeting at 7:06 p.m. and Redfield seconded the motion. All in favor. Motion carried.

Mayor Athey called the meeting back to order for the installation of the new council members Brown, Roscoe, Rabe and Redfield. Council thanks George Boos for his service and introduces Kelsey Stock as the new Attorney.

Motion to approve the 2nd reading of Medical Marijuana was made by Stoddard and seconded by Roscoe. All in favor. Motion Carried.

Motion to approve the new POS System for the Liquor Store and pay the lump sum of $6,799 was made by Rabe and seconded by Stoddard.  All in favor. Motion carried.

City wide clean up was discussed in detail.  A motion by Stoddard to table it until next month and was seconded by Rabe. All in favor. Motion carried.

Delinquent accounts were discussed and the balance of each year that is being carried over. Motion made by Stoddard and seconded by Redfield to write-off the bad debts from closed accounts for the years of 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019 and 2020. All in favor: Rabe, Stoddard, Redfield, Zahnow, Opposed: Brown and Roscoe. Motion carried.

Discussion was held regarding purchasing larger TVs for the Liquor Store.  Council decided that it was up to the Liquor store committee to approve the purchase if it’s in the budget.

Discussion was held regarding an Annexation up Highway 109.  No action is being taken to pursue this by Council.

Bryan Austin, Electrical Engineer discussed with the council that he received notice of a 15.3% increase beginning January 1, 2023 from WAPA. This is not just Big Stone City but all of the Missouri River Electric is having an increase. Council will be reevaluating in the coming months how to adjust our rates when the official increase is finalized with Missouri River Electric and the City of Big Stone.

   Motion made by Redfield and seconded by Brown to approve the 2022-2023 Uniform Alcoholic Beverage License Application for MacDaddy;s. All in favor. Motion carried.

Motion made by Brown and seconded by Rabe to approve the 2022-2023 Uniform Alcoholic Beverage License Agreement for Sly’s Bar Grill & Casino. All in favor. Motion carried.

Motion made by Redfield and seconded by Roscoe to approve the 2022-2023 Uniform Alcoholic Beverage License Agreement for The Grocery Basket. All in favor. Motion carried.

Motion made by Zahnow and seconded by Rabe to approve the 2022-2023 Uniform Alcoholic Beverage License Agreement for Buzzs Place. All in favor. Motion carried.

Motion made by Brown and seconded by Rabe for the purchase of a new copier for the office. All in favor. Motion carried.

Mayor Athey appointed the following committees for 2022-2023.

Streets – Rabe & Stoddard Park – Roscoe & Brown 

Electric – Rabe & Redfield Water – Roscoe & Redfield

Sewer – Rabe & Zahnow Liquor - Stoddard & Zahnow

Personnel – Zahnow & Brown Finance – Stoddard & Roscoe

Police - Brown Safety – Redfield Garbage – Zahnow & Rabe

Athey asked for a motion to go into Executive Session for a personnel issue at 7:35 p.m. Motion made by Rabe and seconded by Zahnow. All in favor. Motion carried.

Motion made by Redfield and seconded to come out of executive session at 8:09 p.m. All in favor. Motion carried.

Motion made by Stoddard and seconded by Redfield to increase all full-time Big Stone City employee’s wages by $2.00 per hour effective June 1, 2022. All in favor: Brown, Rabe, Stoddard, Zahnow and Redfield. Opposed: Roscoe.  Motion carried.    

Being no further business a motion to adjourn the meeting at 8:10 p.m. was made by Redfield and seconded by Zahnow. All in favor. Motion carried.
