February 2, 2026 5:30 p.m.
The Big Stone City council met in regular session on Monday, February 2, 2026, meeting began at 5:30 p.m. with Mayor Brown presiding. Roll Call: Roscoe, Goergen, Stoddard, Redfield, Hughes, A. Goergen. Others present: Nancy Lee, Bryan Austin, Redgey Rademacher, Megan Kaye, Kathy Rabe, Geven Rabe, Dewane Stoddard, Teresa Goergen, Kris Redfield, Jenna McFarland and Ryan Kohl.
The Pledge of Allegiance and the South Dakota State Pledge were recited.
Motion to accept the minutes from the January 5, 2026 meeting was made by Hughes and seconded by A. Goergen. All in favor. Motion Carried.
Motion to pay the presented claims was made by Redfield and seconded by Roscoe. Upon roll call Ayes: Hughes, A. Goergen, Redfield, Stoddard, Roscoe, B. Goergen and Roscoe. Nayes: None. Motion Carried.

Sheriff report for January: Hours worked 121.30 Calls for service 49. Activity report: Citizen assist, welfare check, vehicle accidents, traffic complaints, traffic stops, suicide threat, suspicious activity investigation, burglary alarm, simple assault arrests, civil issues, medical call and 911 hangups.
Public Comments: Ryan Kohl introduced himself as the District 4 State Representative running mate in the Republican Primary June 2, 2026. Kohl asked the council if they had any questions or concerns that he could address? Kohl welcomes the opportunity to visit with them regarding any concerns the City is having.
Councilmember Hughes along with Bryan Austin, Electrical Superintendent talked about the increase of electrical rates that went into effect on January 1, 2026 from MRES and WAPA. With the loss of Saputo, the majority of the City’s electric comes from WAPA now since we lost our allocation with MRES. At this time the council has declined to raise the electrical rates and will discuss it further at next month’s meeting.
With no comments for the public hearing Stoddard made a motion to approve the BSCVF special alcoholic license for February 2, 2026 with an alternative date February 28, 2026 Redfield seconded. All in favor. Motion Carried.
Roscoe made a motion to approve the BSCVF special alcoholic license for July 10, 11 & 12, 2026 with an alternative date of July 17, 18 & 19, 2026 B. Goergen seconded. All in favor. Motion Carried.
Hughes made a motion to approve the 2026 Annual Medical Cannabis license for MAC’S FTH, LLC with Stoddard seconded. All in favor. Motion Carried.
Redfield made a motion for Mayor Brown to be the designated signer on the WAPA contract with Hughes seconded. All in favor. Motion Carried.
Council member Roscoe discussed with council the park grant that was received for $40,272.00 and that the City has received donations of $11,992.00. Big Stone City will need to raise more funds to match the grant for Douthitt Park playground equipment that needs to be replaced. Different options were discussed for raising money.
Discussion was held on the sidewalks around the City building. The contractor will be called for a resolution to this matter. This will be talked about later this spring when the frost is out of the ground. No action taken.
Roscoe made a motion for Nancy Lee to attend the Human Resource and Finance Officer schooling in Chamberlain, SD June 9 – 12, 2026 with A. Goergen seconded. Upon roll call Ayes: Hughes, A. Goergen, Stoddard, B. Goergen, Roscoe and Redfield. Nayes: None. Motion Carried.
Stoddard made a motion to set the Monday, April 6, 2026, Council meeting to Tuesday, April 7, 2026, with Redfield seconded. All in favor. Motion Carried.
Stoddard made a motion to set the Monday, September 7, 2026, Council meeting to Tuesday, September 8, 2026, with Redfield seconded. All in favor. Motion Carried.
Being no further business Stoddard called to adjourn the meeting at 6:12 p.m. Redfield seconded the motion. All in favor. Motion Carried.
