December 30, 2025
5:30 p.m.
The Big Stone City council met for the year-end session on Tuesday, December 30, 2025, meeting began at 5:30 p.m. with Mayor Brown presiding. Roll Call: Roscoe, B. Goergen, Redfield, Stoddard, A. Goergen, and Hughes. Others present: Nancy Lee, Bryan Austin, Megan Kaye, Kris Redfield and Dewane Stoddard.
The Pledge of Allegiance and the South Dakota State Pledge were recited.
Motion to accept the minutes from the December 1, 2025 regular meeting was made by Hughes and seconded by A. Goergen. All in favor. Motion Carried.
Stoddard made a motion to table the BSCVF request of $12,500 as more clarification was required with Roscoe seconded. All in favor. Motion Carried.
Motion to pay the presented claims was made by Hughes and seconded by Redfield. Upon roll call Ayes: Roscoe, Stoddard, Redfield, A. Goergen, Hughes, and B. Goergen. Nayes: None.  Motion Carried.

Stoddard made a motion to approve the building permit at 306 Mitchell Avenue with B. Goergen seconded. All in favor. Motion Carried.
Hughes made a motion Redgey Rademacher attend the SWARWS Conference on January 13, 14 & 15, 2026 with A. Goergen seconded. Upon roll call Ayes: Redfield, Hughes, B. Goergen, Roscoe, Stoddard and A. Goergen. Nayes: None. Motion Carried.
Roscoe made a motion Bryan Austin attend the JUTS Conference on January 20, 21 & 22, 2026 with Redfield seconded. Upon roll call Ayes: Stoddard, Roscoe, B. Goergen, Hughes, A. Goergen and Redfield. Nayes: None. Motion Carried.
Hughes made a motion to approve the 2026 Big Stone City Volunteer Fire Department Roster with B. Goergen seconded. All in Favor. Motion Carried.
Redfield made a motion to accept the temporary Alcohol License for BSCVF gun raffle on February 21, 2026 with an alternative date of February 28, 2026 with Hughes seconded. All in favor. Motion Carried.
Stoddard made a motion to accept the temporary Alcohol License for the BSCVF’S July Celebration on July 10, 11 & 12, 2026 with an alternative date of July 17, 18 & 19, 2026 with Hughes seconded. All in favor. Motion Carried.
Hughes made a motion to adjourn the regular meeting at 5:43 p.m. to go into executive session with Redfield seconding the motion. All in favor. Motion Carried.
Stoddard made a motion at 5:52 p.m. to come out of executive session and reconvene regular meeting Redfield seconded. All in favor. Motion Carried.
Stoddard made a motion for TJ Rabe Liquor Store Manager receive an hourly pay rate $24.84 with Redfield seconded. Upon roll call Ayes: A. Goergen, Roscoe, Redfield, B. Goergen, Stoddard. Nayes: None. Abstain: Hughes. Motion Carried.
Stoddard made a motion for Sharaye Redfield FT Bartender receive an hourly rate $19.41 with A. Goergen seconded. Upon roll call Ayes: Roscoe, B. Goergen, Stoddard and A. Goergen. Nayes: None. Abstain: Hughes and Redfield. Motion Carried.
Stoddard made a motion for Shelley Redfield Cleaning receive an hourly rate $21.74 with Hughes seconded. Upon roll call Ayes: B. Goergen, Roscoe, Hughes, Stoddard and A. Goergen. Nayes: None. Abstain: Redfield. Motion Carried.
Stoddard made a motion for Redgey Rademacher Utilities Manager receive an hourly pay rate $37.59. Goergen seconded. All in favor. Motion Carried.
Stoddard made a motion for Bryan Austin Electrical Superintendent receive an hourly pay rate $38.94 Redfield seconded. All in favor. Motion Carried.
Stoddard made a motion for Nancy Lee Finance Officer receive an hourly pay rate $28.39 Redfield seconded. All in favor. Motion Carried.
RESOLUTION 2026-01
Salaries
WHEREAS, SDCL 9-14-28 requires the governing body of every municipality to fix and determine by ordinance or resolution, the amount of salaries and compensation of all municipal officers and employees; and
WHEREAS, the City shall publish the salaries for compliance with the provisions of SDCL,
NOW, THEREFORE, BE IT RESOLVED by the City Council that the following salaries and wages be effective first payroll in January for the year 2026:
Bryan Austin, Electric Superintendent, $38.94/Hour $2.25/Hour OnCall
