City of Big Stone City Council Proceedings - January 3, 2022

5:30 p.m.

The Big Stone City council met in regular session on Tuesday, January 3, 2023, meeting began at 5:30 p.m. with Mayor Athey presiding.  Roll Call: Roscoe, Stoddard, Rabe, Redfield, and Brown. Others present: Kelsey Stock, Nancy Lee, Pat Kaiser, Bryan Austin, Redgey Rademacher, Dewane Stoddard, Kathy Rabe, Mike Hughes, Wesley Bowser and Caden Bjordahl.

The Pledge of Allegiance and the South Dakota State Pledge were recited.

Motion to accept the minutes from the December 29, 2022 year-end meeting was made by Rabe and seconded by Redfield. All in favor. Motion Carried.  

Motion to pay the presented claims was made by Brown and seconded by Stoddard. Upon roll call Ayes: Roscoe, Rabe, Brown, Stoddard, and Redfield. Nayes: None. Motion Carried. 

The following claims were presented for approval: 

Border Lake Ins., $  47,392.00; Irby Tool, & Safety $  4,077.28; Border States Ind., $58,459.26; Midco Business, $84.30; City of Big Stone, $4,574.45; Northwestern Energy $201.94; Farner Bocken, $1,023.76; Riteway Bus. Forms, $112.00; Grant Co Auditor, $7,500.00; Sturdevants, $434.30; Grant Co Review, $112.22; Valley Shopper, $495.70; Grant Roberts Water, $7,125.20; Wildung Implement, $12,350.00; BSC Fire Dept, $21,954.31; Retail Data Systems, $5,185.00.

Sheriff report for December: Hours worked within city: 103  hours. Responded to suspicious vehicle call, one welfare check, a scam investigation, motor vehicle accident, and a traffic complaint.

A motion to approve the Big Stone City Fire Department Temporary Alcoholic Beverage License for February 18, 2023, or in case of increment weather February 25, 2023, was made by Roscoe and seconded by Rabe. All in favor. Motion Carried.

A motion to approve the Big Stone City Fire Department Temporary Alcoholic Beverage License for July 7,8 & 9, 2023, or in case of increment weather July 14,15 & 16, 2023, was made by Redfield and seconded by Roscoe. All in favor. Motion Carried.  

A motion for Resolution 2023-01 was made by Stoddard and seconded by Brown. Upon roll call Ayes: Roscoe, Redfield, Brown, Rabe, and Stoddard. Nayes: None. Motion Carried.

Salaries

WHEREAS, SDCL 9-14-28 requires the governing body of every municipality to fix and determine by ordinance or resolution, the amount of salaries and compensation of all municipal officers and employees; and

WHEREAS, the City shall publish the salaries for compliance with the provisions of SDCL,

NOW, THEREFORE, BE IT RESOLVED by the City Council that the following salaries and wages be effective first payroll in January for the year 2023:

Discussion was held regarding the City owned property. At this time, the City Attorney will be looking into the matter and report back to council.

Discussion was held regarding the vacant council seat of Betty Zahnow.  Redfield made a motion to appoint Mike Hughes to the vacant seat and fill out her term on the council. Stoddard seconded the motion. All in favor. Motion Carried.

City Attorney Kelsey Stock administered the Oath of Office to Mike Hughes.  

Being no further business Stoddard made a motion to adjourn the meeting at 5:55 p.m.  and seconded by Redfield. All in favor. Motion Carried.
