The Grant County Commission met at 8 AM by telephonic conference with the public. The meeting was held in the Courthouse Community Room. Commissioners Buttke, Mach, Stengel, Street and Tostenson were present at the meeting site. Chairman Mach called the meeting to order. Motion by Tostenson and seconded by Stengel to approve the minutes of the meeting for June 4, 2020. Chairman Mach called for a roll call vote. Buttke aye, Street aye, Stengel aye, Tostenson aye and Mach aye. Motion carried 5-0. Minutes filed. Motion by Street and seconded by Stengel to approve the agenda as presented. Chairman Mach called for a roll call vote. Buttke aye, Street aye, Stengel aye, Tostenson aye and Mach aye. Motion carried 5-0.

Members of the public present were David Kruger.

The Chairman called for public comment. No member of the public addressed the Commission.

The Register of Deeds fees for the month of May were $9,858.75, the Clerk of Courts fees for the month of May were $2,119.59 and the Sheriff Fees for the month of May were $1,821.95 with $1,657.95 receipted into the General Fund.

Drainage: Chairman Mach adjourned the Board of Commissioners and convened the commission acting as the Drainage Board. The Drainage Administrator presented the following permit request.

Drainage Permit DR 2020-07 by David Kruger in the S1/2 of Section 19 and the N1/2 and SE1/4 of Section 30, Township 121, Range 49 (Kilborn Township). The request if granted would improve farm ground. The Drainage Officer reported this is an extensive project starting in section 19 crossing a township road and continuing with tile in section 30. The tile outlet goes into a blue line stream. Commissioner Tostenson reported he had been on site to review the project. The soil is salty. The tiling will help improve the soil conditions over time. The applicant stated he has approval with the township to cross the road with tile and an agreement to maintain the crossing for a period of two years. Motion by Tostenson and seconded by Buttke to approve permit DR 2020-07 as presented. Chairman Mach called for a roll call vote. Buttke aye, Street aye, Stengel aye, Tostenson aye and Mach aye. Motion carried 5-0.

This concluded the business for the Drainage Board. Chairman Mach adjourned the Drainage Board and reconvened the Board of Commissioners.

Highway: Supt. Schultz reported the firm hired to bore core samples from asphalt roads had completed this year’s contract. The roads where the samples were taken are on County Road 19 (472nd Ave) from the Roberts County line to the Deuel County line, County Road 4 (145th St) by the Ethanol Plant, County Road 18 (161st St) going to the LaBolt Elevator and County Road 35 (482nd Ave) going into the Revillo Elevator. A four-inch sleeve of the road material will be analyzed, and a report will be prepared. A discussion was held on posting roads in 2021, bridge replacement for 2020 and culvert replacement.

Community Transit: Motion by Stengel and seconded by Buttke to approve a site deed transfer of the bus barn and land from the County to Community Transit for their in kind match for securing a grant for an addition to the present building with the condition the Chairman and the States Attorney reviews and approves the deed. Chairman Mach called for a roll call vote. Buttke aye, Street aye, Stengel aye, and Mach aye. Motion carried 4-0 with Commissioner Tostenson excusing himself from the vote.

Primary: Motion by Tostenson and seconded by Stengel to approve an additional $50 per election worker for the June 2, 2020 Primary as a thank you for working during the pandemic. Chairman Mach called for a roll call vote. Buttke aye, Street aye, Stengel aye, Tostenson aye and Mach aye. Motion carried 5-0.

P & Z: The first reading of a proposed ordinance change on solar energy systems was held by reading the title only. Chairman Mach read the titled ordinance.
