The Grant County Commission met in special session at 8 a.m. with Commissioners Street, Hoff, Tostenson and Mach present. Commissioner Stengel was absent. Chairman Mach called the meeting to order. Motion by Tostenson and seconded by Street to approve the agenda. Motion carried 4-0. The purpose of the special meeting is to discuss proposed amendments to Drainage Ordinance 1997-1F. Also in attendance were Dillon Dwyer, Drainage Officer Berkner, States Attorney Schwandt and Commissioner Assistant Owen.
Drainage Ordinance: Chairman Mach asked States Attorney Schwandt to review the items to consider in the ordinance that came out of the Drainage Committee meetings. Schwandt reviewed Sections 303, 319, 320, 322-324 of the drainage ordinance and the suggested changes to be made including no drainage permit is necessary for a residential lot of 5 acres or less, allowing more time to complete the drainage work by granting an one-time extension and adding a drainage permit amendment to the original drainage design to increase the lateral tile under certain conditions. All these items were discussed at length with the Commissioners. Motion by Tostenson and seconded by Street to set the first reading by title only for March 3rd, 2026, at 9 a.m. Chairman Mach called for the vote. Motion carried 4-0. Motion by Street and seconded by Hoff to set the second reading and public hearing for March 17, 2026, at 9 a.m. Chairman Mach called for the vote. Motion carried 4-0.
It is the policy of Grant County, South Dakota, not to discriminate against the handicapped in employment or the provision of service.
The next scheduled meeting dates will be March 3, 17, and April 7, 2026, at 8 a.m. in the basement meeting room. Motion by Tostenson and seconded by Hoff to adjourn the meeting. Motion carried 4-0. Meeting adjourned.
