PURSUANT TO DUE CALL AND NOTICE THEREOF, a special meeting of the City Council was duly held at City Hall, January 24, 2022, at 6:00 PM. The following members were present: Mayor Pat Raffety, Councilmen Scott Hoeke, Mindy Rogers, Josh Karels and Mike Hanson. Absent: Roger Briggs, Steve Wiener. Present from the staff: John Forman, Cynthia Schumacher, and Ron Krause. Public present: Holli Seehafer, Kathy Ward and Darin Mertens.
Mayor Raffety called the meeting to order and roll call was taken.
Mayor Raffety opened the floor for discussion on the baseball field design options and costs. Three options were presented. Option 1-6” sand, fully natural field-$837,701. Option 2-8” sand, synthetic foul territory-$951,518. Option 3-8” fusion engineered soil-$1,070.544. Discussion followed addressing questions and concerns. A motion was made and seconded to approve Option 3- 8” fusion engineered soil, $1,070,544 and direct 4Most Sports Group and Banner Associates to prepare bidding specs to include rough excavation and irrigation. Mayor Raffety stated by sourcing some local resources the price could be reduced. Motion carried 4-0.
A motion was made and seconded to authorize the advertisement for bids when 4Most and Banner Associates have completed the specs. Motion carried 4-0.
Ralph Schmidt of the Sisseton Milbank Railroad asked for Council support of their funding requests for their modernization project. A motion was made and seconded to submit letters in support, to the Joint Committee on Appropriations, of the Sisseton Milbank Railroad (SMRR) Modernization Project which is seeking a direct appropriation of Six Million Dollars for the repair and modernization of the Sisseton Milbank Railroad. Motion carried 4-0.
Adjourn –The next regular meeting will be February 14, 2022, at 7:00 PM. A motion was made and seconded to adjourn. Motion carried 4-0.
