Call to Order – The Milbank City Council convened for a working session at 7 a.m. on Thursday, September 24, 2026, at the Milbank Visitor Center, 1001 East Fourth Avenue. Mayor Mike Hanson called the meeting to order. Council members Roger Briggs, Ryan Gruba, Josh Karels, Mindy Rogers, and Kyle Schwandt were present. John Weyh was absent. Staff members in attendance included Steve Pendergrass, Kim Carlson, Jeremy Breon, Darin Thiele, and Boyd Van Vooren. Members of the public were Theodore Hendricks, Brent Hoffman, Robert Hicks, Gary McDonald, Steven Spors, Pat Raffety, and Brian Sandvig.
The council held an informal discussion regarding the proposed water system improvements and an estimate from Grant-Roberts Rural Water.
A motion was made and seconded to adjourn the meeting at 8:00 a.m. Motion carried.
