Milbank City Council Proceedings March 4, 2026
The City Council met in a special session at 6 p.m. on March 4, 2026, at the Milbank Visitor Center, 1001 East 4th Avenue.
Roll Call – Mayor Raffety was present, along with Council members Josh Karels, Mindy Rogers, Craig Weinberg, John Weyh, and Ryan Gruba. Council member Roger Briggs was absent. Park Board members included Brian Sandvig, Erek Holmquist, Austin Hunt, and Eric Pulling. Staff present were Steve Pendergrass, Cynthia Schumacher, Boyd VanVooren, Darin Thiele, Julie Landmark, Judy Frink, and Jess Hanson. Members of the public were Mike Hanson, Dusti Johnson, Tom Schuneman, and Kelsey Buttke.
Discussion – Unity staff highlighted space limitations, noting that class sizes cannot be expanded and equipment is sometimes difficult to access due to a lack of storage. The multi-purpose room and gym are often unavailable, and equipment crowds available spaces. Many class participants are older adults, so having a main-floor multi-purpose room would be especially beneficial for accessibility. Park Board members noted the main purpose of the bond was to enhance community recreation. The public would like to see it used for recreation.
VanVooren highlighted the building’s age, noting the need to address a roof leak and repair windows. VanVooren was instructed to obtain quotes for all maintenance items discussed and to clearly define the requirements for improving storage and the multi-use area.
Funds have also been earmarked for water tower repairs and painting. Pendergrass suggested that any surplus from completed projects be directed toward treating ash trees and removing those affected by the Emerald Ash Borer.
Adjourn – The next regular meeting will be on April 13, 2026. A motion was made and seconded to adjourn. Motion carried 5-0.
