President Schwandt called the meeting of the Board of Education to order at 6:00 p.m. in the Board Room of the High School Building. The Pledge of Allegiance was said. The purpose of the meeting was the annual budget hearing. Members present were Schwandt, Upton, Thue, Christensen, and Stengel. Business Manager Nancy Meyer and Superintendent Justin Downes were also in attendance. Guests present were Deb Hemmer, Ryan Scoular and Dan Snaza.
Motion by Thue and seconded by Upton to approve the agenda as presented. Motion carried. 5-0
Business Manager Nancy Meyer presented information and comparisons relating to the 2020-21 budget and the 2021-22 budget. Topics covered were:

At the conclusion of the presentation, the Board asked questions, provided comments, and discussed the final outcome of the last year’s budget, as well as the proposed figures for the 2021-22 budget.

The next regular meeting will be on Monday, August 8, 2021 at 7:00 p.m.

The Reorganizational Meeting was called to order by Superintendent Downes.

Oath of office was taken by Jon Christensen and Amy Thue each for a three-year term.
Election of officers was held according to Board policy. Richard Schwandt was elected Board Chairman and Milt Stengel as Board Vice-Chairman.

• Approve the bonds of the Business Manager.
• Designate the Business Manager to invest and reinvest School District Funds within statutory limits as deemed necessary.
• Designate First Bank & Trust, Great Western Bank, Wells Fargo Bank, and South Dakota FIT as official school District depositories for FY22 and authorize continuation of existing funds and accounts and, if necessary, establish new accounts.
• Designate Grant County Review as the official District newspaper for 2021-22 school year.
• Authorize renewal of membership in ASBSD for 2021-22 school year at a cost of $1,724.14.
• Authorize renewal of membership in SD United Schools Association for 2021-22 at a cost of $450.
• Authorize continuation of existing District funds and accounts and appoint the Business Manager as custodian of all School District funds and as administrator of Custodial funds.
• Appoint the Superintendent as Authorized Representative for Federal Programs and other forms/documents on behalf of the School District.
• Approve participation in the School Lunch/Breakfast program and appoint the Business Manager as the Authorized Representative for 2021-22.
• Authorize the Superintendent to close the school in the event of inclement weather of an emergency.
• Designate Rodney Freeman, Jackson Schwandt, and KBS as the School Attorneys.

Motion by Christensen and seconded by Upton to approve the hiring of Emily Holland as Middle School Math Teacher at a salary of $49,600. Motion carried. 5-0
Motion by Thue and seconded by Stengel to approve a lane change for Ashley Ludwig to Lane 5 Step 8 at a salary of $50,110. Motion carried. 5-0
Motion by Upton and seconded by Christensen to approve a lane change for Caitlyn Graf to Lane 4 Step 11 at a salary of $49,983. Motion carried. 5-0
Motion by Stengel and seconded by Thue to approve Open Enrollment Applications for 1 JK, 2 Kindergarten, and 1 Third Grade student. Motion carried. 5-0
