NOTICE OF INTENT TO
CONSTRUCT AN
ANIMAL FEEDING OPERATION
Notice is hereby given that the SD Department of Agriculture and Natural Resources (DANR) has received an application for state permit coverage under the 2017 General Water Pollution Control Permit for Concentrated Animal Feeding Operations for an expanding animal feeding operation from:

The expanding animal feeding operation was previously named Norswiss Dairy, Inc. and is located in the South ½ of Section 10, Township 121 North, Range 52 West in Grant County, approximately two miles south and six miles west of Summit. The proposed expansion will consist of an additional 3,720-head of mature dairy cattle and an additional 1,000-head of dairy heifers for a maximum of 5,220-head of mature dairy cattle and 1,400-head of dairy heifers. The proposed manure management system will consist of an addition onto the south existing freestall barn, expanding the existing feed storage pad including a runoff collection basin and new commodity building, a new freestall barn, a milk parlor/holding area, a solids separator building, three concrete pits, a concrete solids storage pad, two settling ponds, and three holding ponds. 
The existing operation consists of four connected barns, a milk parlor, a feed bunker, a solids storage area, three manure pack barns, a dry cow lot with a sediment basin, and two holding ponds. The existing solids stacking area, two of the manure pack barns, and the dry cow lot with sediment basin will be removed with the expansion. The designed capacity of the holding pond system is for at least 365 days of liquid storage capacity. The manure will be land applied to fields located in portions of the following section(s) in Grant, Roberts, and Day County.
Grant County:
Sections 1, 2, 3, 9, 10, 11, 12, 13, 14, 15, 16, 17, 22, 23, 24, 25, 26, and 35 in Township 121 North, Range 52 West;
Sections 5, 6, 7, 9, 16, 18, 19, 20, and 30 in Township 121 North, Range 51 West; and Sections 5 and 6 in Township 120 North, Range 51 West.
Roberts County:
Sections 19, 22, 26, 27, 28, 30, 32, 33 and 34 in Township 122 North, Range 52 West; and Sections 31 and 33 in Township 122 North, Range 51 West.
Day County:
Section 1 in Township 121 North, Range 53 West; and Section 25 in Township 122 North, Range 53 West. 
Information about the permit application may be obtained from Ben Myers with the Department of Agriculture and Natural Resources (DANR) by calling (605) 773-3351. Any person desiring to comment on whether the application meets the general permit requirements must submit written comments within thirty (30) days of the publication of this notice. Commenters shall provide their name and address, a statement of the action they wish the department to take, and the facts supporting their position.
