NOTICE OF PUBLIC HEARING
FOR THE JOINT WELLFIELD
NEW WATER TREATMENT PLANT PROJECT
The Joint Well Field, Inc. (JWF) is proposing to construct a new water treatment plant at the JWF facility site. The JWF is seeking up to $10,000,000 of funding from the Board of Water and Natural Resources. The funds could be either grant from the State Consolidated Water Facilities Construction Program or a loan from the Drinking Water State Revolving Fund (SRF) Program. The expected SRF loan is 2.125 percent interest for a term up to 30 years, and the Board of Water and Natural Resources may forgive all or a portion of the loan principal. The amount and source of funds will be determined by the Board of Water and Natural Resources when the application is presented at a scheduled board meeting.
The purpose of the public hearing is to discuss the proposed project, the proposed financing, the source of repayment for the loan and to receive comments regarding the application from members of Kingbrook Rural Water System and Brookings-Deuel Rural Water System, which are the two systems receiving water from the JWF. The meeting is open to the public and interested persons are encouraged to attend.
Notice is further given to persons with disabilities that this hearing is being held at a physically accessible place. The TDD number is (800) 877-1113. The public hearing will be held on November 15th, 2021 at 7:00 pm at the Estelline Community Center, 219 N. Main St., Estelline, SD 57234.
