REQUEST FOR FIXED BASE
OPERATOR PROPOSALS
The City of Milbank, South Dakota, will accept proposals from qualified applicants for fixed based operator services for the Milbank Municipal Airport, Milbank, South Dakota.
Pre-qualification is mandatory. Prequalification requirements are available from the Milbank City Office, 1001 E. 4th Ave, Suite 301, Milbank, SD 57252 and are due back to this location by November 24, 2021 at 5:00 p.m. Failure to submit pre-qualification information will negate any submitted proposal. Please submit 3 copies for the selection committee.
Proposals will be accepted until December 3, 2021 at 5:00 p.m., and are to be submitted to: Milbank City Office, 1001 E. 4th Ave., Ste 301, Milbank, SD 57252.
Fixed Base Operator Services are for the period of years 2022 through 2026. Multiple opportunities could include but are not limited to:
• Selling aviation related products
• Maintaining and operating a full-service aircraft servicing facility
• Selling aircraft, aircraft engines, aircraft accessories and parts
• Flight training and instruction
Required services are, but not limited to:
• Maintenance of municipal hangar and terminal
• Prompt removal of snow and debris from runways, taxiways, ramp, parking areas, walkways and roadways within the airport property
• Mow and keep grassy areas of airport neatly trimmed
• Provide aviation gas service utilizing City furnished fueling system
• Providing NOTAM’s for all pilots
Proposals set forth qualifications and expectations, as noted in the “Fixed Based Operator Agreement” to accomplish fixed base operator services for the period of years 2022 through 2026 at the Milbank Municipal Airport. Copies of the “Fixed Base Operator Agreement” can be obtained at the Milbank City Office, 1001 E 4th Ave, Suite 301, Milbank, SD 57252.
