REQUEST FOR PROPOSAL OF NEW HOUSING DEVELOPMENT

The Grant County Development Corporation is issuing this Request for Proposal (RFP) of New Housing Development and is seeking development proposals and developer qualifications from interested developers for the expansion of housing in the City of Milbank within R2 residential zoning.

The City of Milbank adopted Resolution 7-11-2022 (see attached) to support, stimulate, and incentivize the expansion of quality built affordable housing in Milbank. The City of Milbank has also committed future funding to be used to create infrastructure in new housing development. This RFP is intended to solicit, vet, and commit these future funds to qualified developers. Proposals that illustrate the best and immediate impact on the Milbank housing market will receive priority funding commitments.

RFP Submittal Requirements:

1. Developer Information: Describe the history and nature of developer ownership. Include the name of the entity, the officers, and a brief biographical summary. If the developer is a joint venture or partnership, provide the above information for each partner.

2. Builder Information: Identify other members of the proposed team including design professionals, management group, construction contractors and any other applicable groups or individuals required to complete the project.

3. Previous Development Experience: Builders must provide evidence of having successfully undertaken other new residential projects. Provide a brief background of such projects (s).

4. Project Impact: Provide a high-level description of the proposed development homes(s) relative to achieving the goal of expanding quality built affordable housing in Milbank.

5. Site Plan: Showing building placement, landscaping, exterior lighting, street access and parking. All plans must be designed by a professional engineer licensed to practice in South Dakota.

6. Project Summary: Building designs, project schedule, milestones, and estimated budget.

7. Deadline: Friday December 2, 2022.

8. Additional Information: May be requested to fully understand the scope of overall project.

Proposals will be evaluated, and funding will be prioritized based on the following:

1. Best and most immediate impact on expanding quality built affordable housing in Milbank.

2. Previous experience in successfully completing projects like that proposed.

3. If no prior experience, demonstrated ability to successfully complete proposed project.
