Purpose
The Grant County Development Corporation is issuing this Request for Qualified Developers (the RFQD) and is seeking development proposals and developer qualifications from interested developers, contractors, investor groups, partnerships, or individuals to enter into a public/ private partnership agreement for the development of a parcel of land located in Milbank, SD (City of Milbank) that will be transformed into new development within the residential zoning R1 of the City of Milbank.
In order to achieve responses from all interested qualified developers the submittal requirements have been minimized. Only basic information concerning the Development Team, Relevant Experience, Proposed Development and References are required. This RFQD is NOT requiring detailed information such as site plan, elevation, renderings, or financial pro-formas. Once a developer is chosen the Grant County Development Corporation will then enter into an agreement for the Planning State which will identify specific goals and milestones.
Background
The Milbank School District proposes a surplus of property of the building formerly known to the District as the Koch Elementary School, located at 410 10th Ave E, Milbank, SD. The Milbank School District moved the elementary school to the new building in the fall of 2020 and leaves the Koch building vacant.
The building which is proposed to be declared surplus by the District will be purchased by the Grant County Development Corporation and available for purchase by the qualified developer. It is not the intent of the Grant County Development Corporation to refurbish the Koch School Building and would require the chosen developer to demolish the building.
This project should be considered a Grant County Development project as of the date of this publication of this notice. The Development Corporation will cooperatively work with the School District to facilitate the acquisition of the School District property for overall project development.
Grant County Development Vision for End-Stage Development
The Grant County Development Corporation has entered a general agreement with the Milbank School District to purchase the Koch School Building and supports the creation of a TIF district to lead to economic development and job creation. The Development Corporation would further provide an opportunity for a turn-key private sector development project that would cooperatively advance the City of Milbank’s economic development goals. The proposal that best captures the described vision for the project will be selected for subsequent negotiations and development leading to a development agreement.
The Grant County Development Corporation intends to transfer the entire parcel, subject to negotiated terms, in an ‘as-is’ condition to the private partner who may, in turn, re-sell or lease subdivided parcels. The selected developer will be responsible for subsequent platting, any necessary re-zoning, any desired testing or soils corrections, meeting city subdivision requirements, and installing all infrastructure commensurate with the project. A current appraisal has not been acquired as this is a demolition with new structure request for developer proposition.
Submittal Requirements
1. Developer Information: Identify the entity that would be the developer. Include the name of the entity, the officers, and a brief biographical summary. If the developer is a joint venture or partnership, provide the above information for each partner.
2. Developer Team: Identify other members of the proposed team including design professionals, management group, construction contractors and any other applicable groups or individuals required to complete the project.
3. Previous Development Experience: Developers must provide evidence of having successfully undertaken other new residential projects. Provide a brief background of such projects (s).
4. Provide a high-level description of the proposed development projects(s) relative to achieving the Development Corporation and the City of Milbank’s intended vision and economic goals. Describe the anticipated economic benefit and quantify the value including but not limited to projections for tax base expansion, job creation, economic development, and other metrics the developer would desire to have emphasized with the project.
5. Prepare an overall site plan showing building placement, landscaping, exterior lighting, street access and parking.
6. Prepare conceptual building design(s), project schedule, milestones and required resources to accomplish the demolition and construction of project.
7. Prepare conceptual on and off-site infrastructure plans.
8. Identify any potential incentives that may be required to complete the project, which may include but are not limited to: Price of land and Tax Incremental Financing.
9. Describe the means, methods, and resources by which the proposer intends to realistically implement the proposed project.
The submittals will be evaluated with a focus on the following areas of response:
• Evidence of previous experience of working in a private public partnership.
• Demonstrated experience in the construction of residential projects.
• Demonstrated ability to remove existing structures and construct project of residential zoning within the parameters of the RFQD.
•Demonstrated commitment to meeting schedules.
• Demonstrated ability to build projects with cost efficiency and with positive pricing structures.
The Development Corporation will conduct an evaluation of all submitted RFQD’s. The evaluation process will identify the developer who, in the Development Corporations sole judgement, best meets the Corporation’s requirements.
1. The response to this RFQD and an interview with the Corporation selection committee will be the primary requirement leading up to the selection of developer candidates. The Development Corporation reserves the right to require additional information, presentations, or meetings with candidates.
2. The Development Corporation selection committee will review all written RFQD, confer with the top candidates, and select: the developer with who the Corporation will negotiate an agreement for the Planning – Development Stage.

Deadline for submittals to be received is 12:00 P.M. (noon) on April 8th, 2021.
The Grant County Corporation will not reimburse proposers for any costs associated with developing/preparing a submittal.
