Town of Summit Board Proceedings –May 9, 2023

The Town Board met in regular session on May 9, 2023 at 7 p.m. at the town fire hall.  President Frank Eccles and members Kathleen Quale and Dale Bauer present. Also present was incoming new board member Travis Benthin.  Others present were: Norma Arend – finance officer, Savannah Moe, Connie Brotzel, Calvin Pies, Jim Thurman, Arlo Anderson, Larry Hayworth, Josh and Brittany Neuhard, Tim Gapp, Mary and Eugene Edwards, David Cardwell, Raymond Hadzis, Nikki Mikkelson, Jeff Quale, Ciera Schwinger and Brooke Pies.

Eccles called the meeting to order at 7 p.m.  Public communications:  Tim Gapp requested the annual support payment of $5,000 for the SAEG.  This payment will be added to this months claims.  Mary & Eugene Edwards were in attendance to discuss a building permit for a carport on Mary’s property.  Further discussion will be had at a future meeting. Eugene Edwards asked about future plans for renting the old barber shop. Eugene will put together a proposal for a future meeting.  Jeff Quale inquired about a building permit. Changes to our ordinance will need to be made at a future meeting.

Motion by Quale, second by Bauer to approve the minutes, financial reports and claims as presented with the addition of the claim for the SAEG discussed above. Motion carried.  

Old Business: Gonsalves legal update – Our attorney has entered a default judgement in this lawsuit. The Town can demolish the building. After the nuisances are abated the Town can petition the court for a judgement against Gonsolves for the cost of the abatement.

Discussion regarding Cal’s fence with a June deadline.

Discussion regarding Don Larsen property issues. Nikki will talk to Scott and have info for our June meeting.

Approval for Pete to demolish the old bar building by the water tower.

Delinquent water bills were discussed.

The board presented a plaque to Frank Eccles for his 24 years of service on the Summit Town Board. The Town thanks Frank (Pete) for his accomplishments in the last 24 years.

New Business: Motion by Quale, second by Bauer to accept a quote from Frank Eccles for $6.50 per ton for 15,000 tons. Quotes were received from other suppliers. Two suppliers did not any crushed gravel available.  

The board approved a change to automated garbage service with our current provided Whetstone Sanitation. A letter was sent to all residents regarding this change. Garbage cans will be provided to residents and the start date will be June 1.

Efraimson Electric provided a quote for the lift station repair project for $2,997.10. Motion by Quale, second by Bauer to accept this quote. Motion carried.

The road condition of 100 block of west Sherman was discussed.

Dog issues were discussed. The Town will send letters to those discussed.

Motion by Quale, second by Bauer to approve the annual renewal of the Coffee Cup malt beverage license. Motion carried.  

Motion by Quale, second by Bauer to approve the annual renewal of the County Line Campground malt beverage license. Motion carried. 

Motion by Quale, second by Bauer to approve the annual renewal of the Dollar General malt beverage license. Motion carried.  

Travis Benthin took the oath of office.

Motion by Quale, second by Bauer to nominate Travis Benthin as Town Board President for one year. Motion carried.     

Here be it resolved by resolution that Travis Benthin and Norma Arend are authorized signers on the Town’s bank accounts with Minnwest Bank. Resolution approved by Quale and Bauer.  

Motion by Benthin, second by Quale to approve the 2022 Annual Report as presented.

Motion by Quale, second by Benthin to allow residents to follow a trial run for No Mow May.  The mowing ordinance will go back into effect June 1.

Daycare items were discussed.  There is an issue with the water heater leaking. There will be a poker run fundraiser for the daycare on August 5.  

Maintenance items were discussed. Three spillways were approved. Pete will do blading.  Motion by Benthin, second by Bauer to approve a quote from Bituminous Paving for cracks at $3.00 a ft and sealcoat at $3.40 syd. Motion carried.

Motion by Quale, second by Benthin to adjourn meeting. Motion carried. The next regular town board meeting will be Monday, June 5, 2023 at 7 p.m. at the town fire hall.
