March 6, 2023
The Town Board met in regular session on March 6th, 2023 at 7:00 p.m. at the town fire hall. President Frank Eccles present, member Kathleen Quale absent & member Dale Bauer present. Others present were: Norma Arend-finance officer, Calvin Pies, Arlo Anderson, Jim Thurman, Sandy Lowery, Raymond Hadzis, Josh and Brittany Neuhard, Ciera Schwinger, Travis Benthin, Connie Brotzel, Nikki Mikkelson, Rylie Mitchell and Michael Hiatt from paygov.us.   
Eccles called the meeting to order at 7:00 p.m.
Public communications: none
Motion by Eccles, second by Bauer to approve the minutes, financial reports and claims as presented. Motion carried. *Insert Claims   
Old Business: Legal update-Gonsalves.  Our attorney is filing a plaintiff’s motion for default judgement. 
Delinquent water bills were discussed.  
New Business: Motion by Eccles, second by Bauer to approve a one day liquor license for the SAEG for the pinnacle tournament to be held on April 1st at the old gym.  The SAEG will provide security.     
Motion by Eccles, second by Bauer to approve using paygov.us for residents to make payments on their water, sewer and garbage bill using a debit or credit card. A three percent convenience will be charged to the resident for using paygov.us. Residents must go to the Town’s website (seesummitsd.com) to access the link to paygov.us. Motion carried.
Foggy’s updates. Brittany has approval to order an ice machine. Norma will pay via credit card. There was discussion regarding other issues also.
Calvin Pies requested approval for the following:  The Summit Town Board approves Cal’s Repair to sell vehicles on commercial lots 14, 15, & 16 of block 24 original townsite of Summit (204 Maple St.). Motion by Eccles, second by Bauer to approve this request. Motion carried.
Leon Thye asked the board if he could hay the land that is unoccupied in the Northside Addition. Pete will talk to the person that did it last year and get back to him.
Daycare past dues report was reviewed with Ciera Schwinger.   
Maintenance report was given by Josh. Josh is waiting for a quote from Dakota Pump & Control for lagoon lift station repairs. There is a plan in place for Josh and Jim to rent a piece of equipment to do crack sealing the last week of March if weather allows.  
There will be a Town Board Election on April 11th. Travis Benthin, Raymond Hadzis and Brittany Neuhard turned in petitions for the one open Town Board trustee position. Unregistered voters must be registered to vote by March 27th to be able to vote in this Town Board Election.      
The equalization meeting will be Monday, March 20th at 7 p.m. Appointments must be made by on or before March 16th with the finance officer to challenge an assessment and attend this meeting.    
Motion by Eccles, second by Quale to adjourn meeting. Motion carried. The next regular town board meeting will be Monday, April 10th ,2023 at 7:00 p.m. at the town fire hall.
