PURSUANT TO DUE CALL AND NOTICE THEREOF, a special meeting of the City Council was duly held at City Hall at 7:00 AM. The following members were present: Mayor Pat Raffety, Councilmen Joel Foster, Mike Hanson, Scott Hoeke, and Josh Karels. Absent: James Johnson and Steve Wiener.  Present from the staff: John Forman, Boyd VanVooren, Cynthia Schumacher, Scott Meyer, Jeff Loutsch, Charles Schamber, Dick Poppen, Don Settje, Dan Keyes, Marlin Fenner, Trey Jankord, Darin Thiele, Ryan Hilbrands, Ron VanHoorn and Brandy Blauert. Public present: None. 

Mayor Raffety called the meeting to order, and the roll call was taken.

A motion was made and seconded to authorize the Mayor to sign the Memorandum of Understanding and any necessary documents for the transfer of Unity Square from the Milbank Community Foundation to the City of Milbank. Motion carried 4-0.

A motion was made and seconded to approve the hire of Cody Pohlen as Recreation Director, $21.94/hour, 7-3, effective 1/25/21. Motion carried 4-0.

A motion was made and seconded to approve the second reading of Ordinance 831-Corrected. Motion carried by roll call vote, 4-0.

A motion was made and seconded to approve the bills list, $95,454.66. Motion carried 4-0.
