The Big Stone City council met in regular session on Monday, August 2, 2021. Meeting began at 6:30 p.m. with Mayor Athey presiding. Roll Call: Roscoe, Stoddard, Brown, Rabe and Redfield present. The Pledge of Allegiance and the South Dakota state pledge were recited. Motion to accept the minutes from the July 12th meeting was made by Stoddard and seconded by Redfield. All in favor. Motion carried.

Motion to pay the presented claims was made by Brown and seconded by Rabe. All in favor. Motion carried.
Deputy Orville Folk gave the following report for July: 118 Hours 48 minutes worked within city. The Sheriff’s office responded to 911 call, one burglary investigation, one vehicle accident, one trespassing, and responded to potential damage to property.
A motion to accept the resignation from Gary Longhenry was made by Rabe and seconded by Brown. All In favor motion carried.
A motion was made by Stoddard and seconded by Roscoe for Betty Zahnow to replace Longhenry on the Council board. All in favor, motion carried. Oath of Office was administrated by city attorney George Boos to Betty Zahnow for council.
Motion was made by Rabe and seconded by Redfield to not proceed with Insurance Solutions on adding an umbrella policy to the city and the City’s Fire Department. All in favor, Motion carried.
First reading of a temporary Medical Cannabis was set to take place but died due to lack of need of the ordinance. Attorney George Boos updated the council on the state laws coming in September around the rules and regulations that will be set in by the state around medical marijuana.
Brian and Paul from Bollig were present to answer questions around the Chautauqua Project. Because this project is an erosion control project FEMA is pursuing the project. However, it is up to the city and council if they want to continue and FEMA needs engagement to keep their interest. After long deliberation and discussion, a motion was set in place by Redfield and seconded by Stoddard to pursue through phase 1 with Bollig to have a survey done and get more questions answered. All in favor; Roscoe, Rabe, Stoddard, Redfield, Zahnow. Opposed; Brown. Motion carried.
Utilities Manager, Bob Athey, informed the council about the outdated zoning ordinance. A motion to enter into a contract to update on the zoning ordinances was made by Rabe and seconded by Roscoe. All in favor. Motion carried.
Utilities Manager Athey introduced new hire, Rodney Rademacher. Rademacher will take over as Utilities Manager come Bob Athey’s future retirement. Rademacher is set to start following Labor Day.
Next council meeting to take place on Tuesday, September 7, due to Holiday.
Being no further business a motion to adjourn the meeting was made by Stoddard and seconded by Zahnow. All in favor, motion carried.
