President Richard Schwandt called the meeting to order at 7:00 PM in the Board Room of the High School Building. Members present were Upton, Christensen, Thue and Schwandt.  Stengel was absent.  Superintendent Justin Downes, Business Manager Nancy Meyer, Dan Snaza, Kris Evje, Keri Schliesman, and Ryan Scoular also attended. The meeting opened with the Flag Pledge.

Motion by Upton and seconded by Thue to approve the agenda as presented. Motion carried 4-0.

No one address the Board during the Community Input Session. 

Discussion items: 2022-2023 Calendar and COVID-19 update.

Motion by Christensen and seconded by Upton to approve the consent agenda.

Motion by Thue and seconded by Christensen to approve the hiring of Emily Dornbusch as Paraprofessional at $12.50 per hour. Motion carried. 4-0

Motion by Upton and seconded by Thue to accept the resignation of Justin Peters as C Boys Basketball Coach. Motion carried. 4-0

Motion by Christensen and seconded by Thue to approve the hiring of Justin Peters as JV Boys Basketball Coach at a salary of $3,591. Motion carried. 4-0.

Motion by Upton and seconded by Christensen to approve open enrollment applications for a Kindergarten, 8th, and 9th grade students. Motion carried.  4-0.

Motion by Thue and seconded by Upton to surplus eight lunchroom tables from Koch School for disposal.  Motion carried. 4-0

Motion by Christensen and seconded by Thue to surplus a table saw for disposal via sealed bids. Bid opening will be on October 25, 2021 at noon.  Motion carried. 4-0

Motion by Upton and seconded by Christensen to surplus the school property located: The West 30 Feet of the North 30 Feet and the West 121.2 Feet of the South 20 Feet of Lot 6, Block 7, South Side Addition, City of Milbank, Grant County, South Dakota.  Sealed bids opened on October 25, 2021 at noon.  Motion carried. 4-0

Motion by Thue and seconded by Christensen to accept the resignation of Cynthia Loeschke as Food Service Employee. Motion carried. 4-0

Reports were given by High School Principal Dan Snaza, Middle School Principal/Special Services Director Kris Evje, Elementary Special Education Director Keri Schliesman, and Elementary Principal, Dave Graf.

Superintendent Downes reported on 2021-22 Enrollment and PRF reporting.

Motion by Thue and seconded by Upton to enter executive session at 7:28 PM for student and personnel issues pursuant to SDCL 1-25-2.1 and 1-25-2.2.   Motion carried. 4-0

Chairman Schwandt declared executive session over at 9:00 PM and regular session was resumed.

Motion by Thue and seconded by Upton to increase wages for all classified employees by $1.50 per hour effective with the October 20, 2021 payroll.  Motion carried. 4-0

Motion by Christensen and seconded by Thue to adjourn at 9:08 PM. Motion carried. 4-0

A Special School Board meeting will be held on November 3, 2021 at 7:00 PM in the Elementary Lunchroom to discuss a possible educational programming expansion project.

The next School Board meeting will be held Monday, November 8, 2021 at 6:00 PM in the Board Room of the High School Buildings.
