November 3, 2021
President Richard Schwandt called the special meeting of the Milbank School Board to order at 6:01 PM in the Board Room of the High School. Members present were Upton, Christensen, Thue, Stengel and Schwandt. Also in attendance Superintendent Justin Downes and Business Manager Nancy Meyer.
Motion by Upton and seconded by Thue to approve the agenda as presented. Motion carried. 5-0
Motion by Stengel and seconded by Thue to enter executive session at 6:02 PM for student issues pursuant to SDCL 1-25-2.1 and 1-25-2.2. Motion carried. 5-0
Chairman Schwandt declared executive session over at 6:22 PM and regular session resumed.
Motion by Schwandt and seconded by Stengel to expel a student for the rest of the 2021-22 school year for terroristic threats. Motion carried. 5-0
Motion by Thue and seconded by Christensen to adjourn the meeting at 6:26 PM. Motion carried. 5-0
November 3, 2021
President Richard Schwandt called the special meeting of the Milbank School Board to order at 7:00 PM in the Elementary Lunchroom. Members present were Upton, Christensen, Thue, Stengel and Schwandt. Also in attendance Superintendent Justin Downes, Business Manager Nancy Meyer and 26 people from the community and school staff.
Motion by Stengel and seconded by Upton to approve the agenda as presented. Motion carried. 5-0
Mr. Downes presented information on the proposed Education Center Expansion Project. The project will contain 4 classrooms and 2 shop areas to expand Career and Technical Education as well as a two court all-purpose gym. The addition would connect to the High School Building on the north side approximately where the lunchroom is.
The public had an opportunity to ask questions and offer suggestions for the project and expansion of programming.
Motion by Christensen and seconded by Upton to adjourn the meeting at 7:51 PM. Motion carried. 5-0
The next School Board meeting will be held Monday, November 8, 2021 at 6:00 PM in the Board Room of the High School Building.
November 8, 2021
President Richard Schwandt called the meeting to order at 6:06 PM in the Board Room of the High School Building. Members present were Upton, Christensen, Thue, Schwandt, and Stengel. Superintendent Justin Downes, Business Manager Nancy Meyer, Dan Snaza, Kris Evje, Keri Schliesman, and Ryan Scoular also attended. The meeting opened with the Flag Pledge.
Motion by Thue and seconded by Stengel to approve with the addition of Action item VII. Executive Session (Legal Matters). Motion carried 5-0.
No one address the Board during the Community Input Session.
President of the Milbank Education Association Josh Schmeichel presented this year’s True Friends of Education Award to Ron Krause for all of his years volunteering in the youth sports programs of Milbank.

Motion by Stengel and seconded by Christensen to advertise for a Construction manager At-Risk for the new expansion project. Bids will be opened on November 22, 2021 at 4:30 PM. Motion carried. 5-0
Motion by Upton and seconded by Thue to appoint Richard Schwandt as representative to the Delegate Assembly. Motion carried. 5-0

Bids for Construction Manager at Risk were opened at 4:30 PM on November 22, 2021, with Justin Downes and Nancy Meyer present. Hasslen Construction submitted the one bid received. Motion by Thue and seconded by Stengel to hire Hasslen Construction as Construction Manager at Risk for the expansion project. Motion carried. 5-0
Motion by Upton and seconded by Christensen to hire COOP Architecture for the expansion project. Motion carried. 5-0
