City of Big Stone City Council Proceedings • December 6, 2021

5:30 p.m.

The Big Stone City council met in regular session on Monday, December 6, 2021. Meeting began at 5:30 p.m. with Mayor Athey presiding. Roll Call: Roscoe, Stoddard, Rabe, Redfield, Brown and Zahnow. Others present: George Boos, Bryan Austin, Bob Athey, Maria Loughlin, Rick Gustafson, Teresa Goergen, Dan Bogenreif, Bob Zahnow, Melvin Dockter, Bill Voeltz, Christina Athey, Daniel Athey, Nathan Henrich, Lisa Robinson, Earl Robinson, Kathy Rabe, Colin Rabe, Dewane Stoddard. 

The Pledge of Allegiance and the South Dakota State Pledge were recited. Motion to accept the minutes from the November 1st meeting was made by Rave and seconded by Zahnow. All in favor. Motion carried. 

Two bids for the Land Lease were announced by Mayor Athey. A motion was made by Redfield and seconded by Roscoe to rent the farm grounds to Chris Rabe for 2022 with potential to rent 2023 and 2024 per request of Rabe. All in favor; Roscoe, Rabe, Redfield, Brown and Zahnow. Stoddard abstained his vote. Motion carried.  

A public  hearing was held for a rezoning application for residential lot to commercial for Nathan and Molly Henrich. Nathan Henrich was present to update the council and citizens on the plan for his structure. A motion was made by Rabe and seconded by Stoddard to approve first reading of rezoning application. All in favor, motion carried. 

Motion to pay the presented claims was made by Redfield and seconded by Brown. All in favor. Motion carried.

Sheriff report for November: Hours worked within city: 98 hours. Responded to two welfare checks, theft investigation, assist another agency, two dog bite calls/investigations, medical call, routine patrol.

Mayor Athey opened the meeting to public comments. Rick Gustafson presented to the council their deck proposal in a more detailed plan. Gustafson’s proposal requires a variance before approval of construction of the deck. Gustafson will apply for a variance to have a public hearing requesting a variance for the property. 

Tom Dettman addressed the council about rain runoff on the streets into his yard. Utilities Manager Athey, told Dettman about future plans to add a concrete curb on Washington Street from Mitchell that would meet all the way to Lyon Ave. 

A motion to accept Ordinance 2021-13 Ward Redistricting was made by Redfield and seconded by Stoddard. All in favor, motion carried. 

A motion was made for a Resolution 2021-11 Consolidation of Board Equalization by Stoddard and seconded by Rabe. All in favor motion carried. 

RESOLUTION No. 2021-11

Consolidation of Board of

Equalization

WHEREAS, SDCL 10-11-68 provides for the option of the consolidation of the local and county boards of equalization, and

WHEREAS, the City Council of Big Stone City believes the consolidation of the two boards would promote efficiency and equity of the equalization procedures, and

WHEREAS, the Grant County Board of Commissioners has approved a consolidated board of equalization within the county of Grant for those entities wishing to be a member of a consolidated board.

THEREFORE, BE IT RESOLVED that there be formed a consolidated board of equalization in accordance with SDCL 10-11-68 for real property within the City of Big Stone City.

BE IT FURTHER RESOLVED that the consolidated board consists of five members of the Grant County Board of Commissioners the Big Stone City Mayor will sit on this board as designated by SDCL 10-11-68.

BE IT FURTHER RESOLVED that any per diem or compensation for a member of the consolidated board shall be paid by each member’s own entity.

An ongoing discussion with dog concerns was addressed by council member Roscoe. A motion was made by Roscoe and seconded by Rabe to look into hiring an animal control officer or officers. All in favor; Roscoe, Rabe, Redfield, Zahnow. Those opposed: Brown and Stoddard. Motion carried. 

A motion to accept the first reading of Ordinance No. 2021-12 Supplemental Appropriations was made by Stoddard and seconded by Redfield. All in favor, motion carried. 

Mayor Athey recognized the help from Henry Gimmestad with the PA system for a council meeting and Bollig’s presentation. A motion was made by Stoddard and seconded by Zahnow to pay Henry a total of $200 for his help. All in favor. Motion carried.

A motion was also made to have the PA system set up permanently by Redfield and seconded by Rabe. All in favor. Motion carried. 

A motion to accept the Health Insurance renewal with the Health Pool of South Dakota was made by Stoddard and seconded Rabe. All in favor. Motion carried.

The year-end council meeting was set for Thursday December 30th at 5:30 PM 

Being no further business a motion to adjourn regular session was made by Stoddard and seconded by Rabe. All in favor, motion carried.
