City of Big Stone City Council Proceedings • February 7, 2022

5:30 p.m.

The Big Stone City council met in regular session on Monday, February 7, 2022. Meeting began at 5:30 p.m. with Mayor Athey presiding. Roll Call: Roscoe, Stoddard, Rabe, Zahnow, Brown. Redfield arrived at 8:40. Others present – Kayla Teske, Mike Weber, Dewane Stoddard, Bob Zahnow, Kathy Rabe and Colin Rabe.

The Pledge of Allegiance and the South Dakota State Pledge were recited. Motion to approve the minutes from  the last meeting was made by Stoddard, seconded by Zahnow. All in favor. Motion carried.

A second reading was held for a variance for Kayla Teske at 306 Mitchell Ave. Motion to approve by Brown, seconded by Zahnow. All in favor. Motion carried.

Motion to pay the presented claims was made by Zahnow, seconded by Brown. Roll call vote: Roscoe-aye, Stoddard-aye, Rabe-aye, Redfield-aye, Zahnow-aye, Brown-aye. Motion carried.

There was no Sheriff report.

Motion made by Stoddard, seconded by Redfield, to table the Medical Marijuana application to the March 8th meeting. All in favor. Motion carried.

Discussion was held regarding the Animal Control Ordinance. Motion was made by Stoddard, seconded by Rabe, to table until the March 8th meeting.

Motion by Redfield, seconded by Brown, to discontinue the $50.00 fee for failure to provide a water meter reading. Roll call: Roscoe-aye, Stoddard-aye, Rabe-aye, Redfield-aye, Zahnow- aye, Brown-aye. Motion carried.

Motion by Brown, seconded by Stoddard, to authorize the Finance Officer to apply the higher reading amount of the previous two months to those accounts failing to provide a water meter reading. Roll call: Roscoe-aye, Stoddard-aye, Rabe-aye, Redfield-aye, Zahnow-aye, Brown-aye. Motion carried.

Web page maintenance was discussed. The online ability to enter meter readings has been added.

Motion by Brown, seconded by Zahnow, to discontinue selling fishing licenses. Roll call: Roscoe-nay, Stoddard- aye, Brown-aye, Redfield-nay, Zahnow-aye, Rabe-nay. Athey-nay. Motion failed. Council will investigate to see if there may be another willing vendor in the city.

Motion by Brown, seconded by Rabe, to advertise for summer help. Hours to be determined. All aye. Motion carried.

Motion by Brown, seconded by Stoddard, to enter into executive session at 6:30 p.m. All aye. Motion carried.
