The Big Stone City council met in regular session on Monday, April 4, 2022 at 5:30 p.m. with Mayor Athey presiding. Roll Call: Roscoe, Stoddard, Redfield, Brown, Zahnow and Rabe. Others present: George Boos, Bryan Austin, Redgey Rademacher, Robert Athey, Nancy Lee, Alan Adelman, Mary Smithwick, Josh Wollschlager, Sara Wollschlager, Lori Seidell, Ryan Bakeberg, GCSD, Dewayne Stoddard and Jim Laub.
The Pledge of Allegiance and the South Dakota State Pledge were recited. Motion to accept the minutes from the March 7, 2022 regular meeting was made by Rabe and seconded by Redfield. All in favor. Motion carried.
Motion to pay the presented claims was made by Brown and seconded by Zahnow. All in favor. Motion carried.

Sheriff Deputy Ryan Bakeberg gave the following report for March. Hours worked within city: 110 hours. Grant County Sheriff’s department investigated drug activity and conducted a search warrant that resulted in two felony arrests for illegal drugs and stolen property. Two welfare checks were conducted, one truancy call and received one suspicious person call.
A motion was made by Stoddard and seconded by Rabe for the 1st reading on Medical Marijuana Application. Ayes Brown, Stoddard, Redfield, Rabe and Roscoe. Nays Zahnow Motion carried.
A brief discussion was held revolving the City Ordinances with the approaching date for changes to be made. No action was taken.
Motion was made by Stoddard and seconded by Redfield to table the POS systems for the Big Stone City Liquor store until next month as further information and pricing is needed in detail. All in favor. Motion carried.
Lori Seidell gave an update on the baseball field and the improvements (fencing, dugouts, concrete pad and possibly lighting) that need to be completed before games can be played in Big Stone City. Seidell is applying for 3 different grants for the projects and is requesting the City of Big Stone approve $20,000.00 towards these improvements if the Grants are received.
Motion made by Stoddard and seconded by Rabe approving the City of Big Stone to allocate $40,000 towards the baseball improvements. All in favor. Motion Carried.
Alan Adelman from Sly’s Steakhouse was in attendance inquiring on the vacated street next to Sly’s Steakhouse that the City owns. Mr. Adelman was wanting to purchase said vacated street and in turn would give the City an easement on the property. After discussion the Council was not interested in any changes to the vacated street as this is where the majority of main streets snow removal goes.
Josh and Sara Wollschlager are planning on teaming up with Dakota Butchers and will be remodeling/building on their property. In order for this to work the electrical boxes will need to be relocated if possible. Otherwise, they will need to go under the street and it would be very costly for them. Bryan Austin, Electrical Engineer will evaluate the best options for relocation and bring his recommendations to next Council meeting.
Discussion was held on City Wide Clean up. Brown will be in contact with the National Guards for making the necessary arrangements.
Motion made by Rabe and seconded by Stoddard for an Audit be scheduled for the City of Big Stone. All in favor. Motion Carried.
Motion made by Redfield and seconded by Rabe to pay the Cancer Walk team $1,000 for the clean up they do in and around Big Stone City. All in favor. Motion Carried.
Motion made by Brown and seconded by Zahnow approving Nancy Lee to attend the Finance Schooling in Huron, SD. All in favor. Motion Carried.
Motion made by Stoddard and seconded by Zahnow approving Nancy Lee to attend the South Dakota Municipal League Budget Training in June. All in favor. Motion Carried.
Motion made by Brown and seconded by Stoddard that the Community Service building does not need to be repainted at this time. All in favor. Motion Carried.
Bob Athey wanted specific clarification on the picnic tables that the City owns. With several people calling and wanting the picnic tables for special events, does the City want to borrow them out and if so, who picks them up and delivers them back and forth since it’s the City’s property.
Motion made by Stoddard and seconded by Brown that Big Stone City will not be borrowing out tables to the public. All in favor. Motion Carried.
Motion by Redfield and seconded by Stoddard to approve fireworks licenses for Ken’s Fireworks, LLC and Big Bang Fireworks. All in favor. Motion Carried.
Discussion was held regarding the internet services with Midcontinent. With the renewal coming up the library wanted to be included in our services and sharing the bill. After visiting with the Midcontinent representative, it was determined that in the best interest of the City, we would not be including the library with our services.
Motion made by Rabe and seconded by Roscoe to leave the Cities internet services as is. All in favor. Motion Carried.
A motion for Resolution 2022-02 was made by Redfield and seconded by Rabe. All in favor. Motion Carried.
RESOLUTION 2022-02
BRIDGE INSPECTION
PROGRAM RESOLUTION
FOR USE WITH SDDOT RETAINER CONTRACTS
WHEREAS. 23 CFR 650, Subpart C, requires initial inspection of all bridges and reinspection at intervals not to exceed two years with the exception of reinforced concrete box culverts that meet specific criteria. These culverts are reinspected at intervals not to exceed four years.
THEREFORE, The City of Big Stone City is desirous of participating in the Bridge Inspection Program using Bridge Replacement funds.
The City requests SDDOT to hire Civil Design, Inc. (Consulting Engineers) for the inspection work. SDDOT will secure Federal approvals, make payments to the Consulting Engineer for inspection services rendered, and bill the City for 20% of the cost. The City will be responsible for the required 20% matching funds.

Council meeting concluded with an executive session in place after regular session.
Motion made by Stoddard and seconded by Zahnow to end executive session and adjourn meeting at 7:00 p.m. All in favor. Motion carried.
