NOTICE OF INTENT TO

CONSTRUCT AN

ANIMAL FEEDING OPERATION

 

 

 

 

 

Notice is hereby given that the SD Department of Agriculture and Natural Resources (DANR) has received an application for state permit coverage under the 2017 General Water Pollution Control Permit for Concentrated Animal Feeding Operations (2017 general permit) for an expanding animal feeding operation from:

Mill Valley, LLC is proposing to expand its existing dairy operation located in the North 1/2 of the Southeast 1/4 of Section 22, Township 120 North, Range 49 West in Grant County, approximately two miles west and two and a half miles south of Milbank. The existing operation is currently permitted under the 2017 general permit for 3,450 dairy cattle (2,650 mature dairy cows and 800 dairy heifers/calves).

The proposed expansion is for an additional 1,150 mature dairy cows for a proposed maximum of 4,600 dairy cattle (3,800 mature dairy cows and 800 dairy heifers/calves). Proposed additions to the existing manure management system include a new freestall barn, a new sand/solid manure separator system, and a new concrete reception pit.  With the proposed expansion, the manure management system will continue to have at least 365 days of liquid storage capacity. Manure will be land applied to fields located in portions of the following sections in Grant County:

Sections 11, 12, 15, 16, 17, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 33, 34, 35, and 36 in Township 120 North, Range 49 West; and

Sections 1, 2, 3, 4, 10, and 11 in Township 119 North, Range 49 West.

Any person desiring to comment on whether the application meets the general permit requirements must submit written comments within thirty (30) days of the publication of this notice. Commenters shall provide their name and address, a statement of the action they wish the department to take, and the facts supporting their position. Capitol Ave., Pierre, SD 57501-3182. DANR will consider and address all comments submitted. A copy of this notice and online commenting are available at https://danr.sd.gov/public.
