Call to Order Mayor Raffety called the meeting to order, and the roll call was taken.
Water System Improvements Engineers Sara Pankonin and Pat Carey with Banner Associates were present. Pankonin explained the operation of the water system and reviewed recommendations moving forward. Currently, the wells are adequate. The city does have water rights in place should the wells need to be expanded. Pankonin recommended the current well pumps be replaced. They cannot pump sufficient amounts to meet the demand and fill the storage units adequately.
Recommended improvements at the water treatment plant include constructing new high service pumps, chemical storage, chlorine feed, UV disinfection and updating the supervisory control and data acquisition (SCADA) computer system.
Pankonin reviewed different rate options. She recommended a combination of an increase to both the usage rate and the base rate. The city has applied to get on the State Water Plan allowing the request of grant and/or loan funds for the improvements; Seeking up to $12,500,000 from the Drinking Water State Revolving Fund (SWSRF) programs.
Bills List A motion was made and seconded to approve the payment to Kibble Equipment, $45,650.00, JD tractor with blower, mower, brooms. Motion carried 4-0.
Adjournment A motion was made and seconded to adjourn at 7:07 p.m. Motion carried 4-0. The next regular meeting is April 10, 2023, 7:00 pm.
