Town of Summit Board Proceedings – June 5, 2023

The Town Board met in regular session on June 5, 2023 at 7:00 p.m. at the town fire hall. President Travis Benthin present and members Kathleen Quale & Dale Bauer present. Others present were: Norma Arend-finance officer, Arlo Anderson, Calvin Pies, Larry Hayworth, Jim Thurman, Sandy Lowery, Connie Brotzel, Joe & Jolene Johnston, Frank Eccles, Scott Larsen, Josh Neuhard, David Cardwell, Jeff Quale, Savannah Moe, Donn Richter & Ciera Schwinger. 

Benthin called the meeting to order at 7:00 p.m. Public communications:  Motion by Quale, second by Benthin to approve a building permit for Joe & Jolene Johnston.  Motion carried.  A letter will be put together for the Sisseton Wahpeton Housing units on the west side of Town where some residents have been putting branches on the property across the street.  A complaint was presented regarding chickens in Town. Our ordinance does not allow chickens. Motion by Quale second by Benthin to approve a building permit for Scott Larsen.  Motion carried.    

Motion by Quale, second by Benthin to approve the minutes, financial reports and claims as presented. Motion carried. 

Old Business:  Roberts County Sheriff Deputy’s Trevor Mishler & Dillion Veen presented the board with a proposal to share a new deputy with Wilmot as contracted law enforcement.  If the share percentage would be 50% with Wilmot the annual contract amount would be around $30,474.  Wilmot will be contacted soon for there approval or disapproval. 

First reading of an ordinance change regarding accessory uses was held.  Option 2 from First District was chosen.

A judgement regarding the Crawford Ash Street lawsuit will be paid mid June.

Delinquent water bills were discussed. 

New Business: Summit School had previously presented a snow removal issue via email.  Motion by Benthin second by Quale to pay Summit School half of the $2000 portion they asked for. Motion carried.   

There was an accident where Josh hit a transformer with city equipment by the Coffee Cup.  The board will wait for the invoice from Ottertail to determine whether or not a claim will be turned into our insurance.

Motion by Benthin second by Quale to put up a four way stop at the corner of Maple (Main Street) and Sheridan for safety purposes.  Motion carried.

Quotes from Dakota Hills Excavation were reviewed.  Motion by Benthin second by Bauer to accept the quote to install 24’ dualwall drop inlet with 24” slotted grate on top for $2,300.  Motion carried.  The other quotes were tabled.

First District offered a proposal for $6000 to update our zoning ordinances which were put into effect in 2007.  Motion by Benthin second by Quale to accept the proposal.  Motion carried.

Foggy’s Bar is currently behind on rent payments.  A payment plan will be established.

Daycare delinquent bills were presented by Ciera Schwinger. An insurance claim has been submitted for the water heater leak issue and repairs are in process.

Maintenance report.  Lift station repairs are being done now.  Park bathrooms will be locked unless there are specific events at the park due to vandalism.  The family of Richard Crooks donated $500 to the cemetery in memory of Richard Crooks.

Motion by Benthin, second by Quale to adjourn meeting. Motion carried. The next regular town board meeting will be Monday, July 10, 2023 at 7:00 p.m. at the town fire hall.
