Milbank City Council Proceedings – June 28, 2023

Call to Order - The City Council met in special session at 5:00 p.m. in the Visitor Center, 1001 East 4th Avenue.  Mayor Raffety presiding. 

Roll Call - Mayor Raffety. Councilmembers: Roger Briggs, Mike Hanson, Josh Karels, Mindy Rogers, Craig Weinberg.  Absent: John Weyh.

Present from the staff: John Forman, Dan Keyes, Darin Thiele, Cynthia Schumacher.

Public Present: Kathy Ward, Holli Seehafer.

Canvass – A motion was made and seconded to approve and certify the June 20, 2023, election results.  Ward 1 Councilmember-3-year term.  John Weyh 17, Jason Sackreiter 15.  Motion carried 5-0.

Personnel – A motion was made to authorize advertisement for city administrator position.  Motion carried 5-0.  

A motion was made to approve the hire of Kenny Henriksen, wastewater maintenance, $20.03/hr, effective 7/24/23.  Motion carried 5-0.

A motion was made and seconded to accept the resignation of Officer Deven Weinkauf, effective 7/7/23.  Motion carried 5-0.

Bills – A motion was made and seconded to approve the bills list, $19,320. Motion carried 5-0.

Hippen, Susan, election board, $300.00; Howard, Merna, election board, $300.00; Jury, Russ, election board, $300.00; Ramptech, skate park equipment, $18,420.00. 

$19,320.00 

Executive Session – A motion was made and seconded to go into Executive Session pursuant to SDCL 1-25-2(1).  Motion carried 5-0.  Councilmember John Weyh arrived at 5:15 pm.  Mayor called the Council out of Executive Session.  No action was taken.  

Adjourn –The next regular meeting will be July 10, 2023.  Motion was made and seconded to adjourn.  Motion carried 6-0.
