July 10, 2023
President Schwandt called the meeting of the Board of Education to order at 6:00 p.m. in the Board Room of the high school building. The Pledge of Allegiance was said. The purpose of the meeting was the annual budget hearing. Members present were Schwandt, Seffrood, Thue, Christensen and Stengel. Business Manager Nancy Meyer and Superintendent Justin Downes were also in attendance. Guests present were Emelia Enquist, Kathy Ward, Brody Gilbertson, Jeremy Steffensen, Marie Ivers and Dan Snaza.
Motion by Thue and seconded by Christensen to approve the agenda as presented. Motion carried. 5-0
Business Manager Nancy Meyer presented information and comparisons relating to the 2022-23 budget and the 2023-24 budget. Topics covered were:

At the conclusion of the presentation, the Board asked questions, provided comments and discussed the final outcome of the last year’s budget, as well as the proposed figures for the 2023-24 budget.

Jeremy Steffensen took the oath of office for a three-year term.
Election of officers was held according to Board policy. Richard Schwandt was elected Board Chairman and Amy Thue as Board Vice-Chairman.

• Approve the bonds of the Business Manager.
• Designate the Business Manager to invest and reinvest School District Funds within statutory limits as deemed necessary.
• Designate First Bank & Trust, First Interstate Bank, Wells Fargo Bank, and South Dakota FIT as official school District depositories for FY23 and authorize continuation of existing funds and accounts and, if necessary, establish new accounts.
• Designate Grant County Review as the official District newspaper for 2023-24 school year.
• Authorize renewal of membership in ASBSD for 2023-24 school year at a cost of $1,844.39.
• Authorize renewal of membership in SD United Schools Association for 2023-24 at a cost of $450.
• Authorize continuation of existing District funds and accounts and appoint the Business Manager as custodian of all School District funds and as administrator of Custodial funds.
• Appoint the Superintendent as Authorized Representative for Federal Programs and other forms/documents on behalf of the School District.
• Approve participation in the School Lunch/Breakfast program and appoint the Business Manager as the Authorized Representative for 2023-24.
• Authorize the Superintendent to close the school in the event of inclement weather or an emergency.
• Designate Rodney Freeman, Jackson Schwandt, and KBS as the School Attorneys.
• Approve Special Education Comprehensive Plan

Motion by Christensen and seconded by Steffensen to set substitute pay rates at $110 for non-certified and $120 for certified, hourly substitute rate at $14.50/hour and substitute nurse rate at $20.00/hour. Motion carried. 5-0

Motion by Christensen and seconded by Steffensen to approve out-of-state travel to the Twin Cities for FFA. Motion carried. 5-0

Motion by Seffrood and seconded by Steffensen to approve the hiring of Karleen Murtha as 4/7 Teacher at $28,557 and Para-professional at $16.60 per hour. Motion carried. 5-0

Motion by Thue and seconded by Seffrood to vote for Adam Shaw as Division III Representative – Secondary Principal to the SDHSAA Board of Directors. Motion carried. 5-0
