FOR THE PROPOSED PROJECT WITHIN THE BROOKINGS-DEUEL RURAL WATER SYSTEM, TORONTO, SOUTH DAKOTA.
The South Dakota Department of Agriculture and Natural Resources (DANR) issued a Categorical Exclusion (CATEX) published August 9, 2023, for a proposed project from the Brookings-Deuel Rural Water System located in Brookings and Deuel Counties to conduct a Phase Tank Mainline Improvements Project. The CATEX is being amended to reflect additional funding to the Brookings-Deuel Rural Water System that was provided by DANR to complete the project.
In April 2022, the Brookings-Deuel Rural Water System was awarded a $5,607,560 Drinking Water State Revolving Fund (DWSRF) loan at 2.125 percent interest for 30 years and a $2,703,240 American Rescue Plan Act (ARPA) grant to fund the project. Due to price escalation in materials and construction costs, additional funding is required to complete the project.
On September 28, 2022, the original DWSRF loan was rescinded, and the Brookings-Deuel Rural Water System was awarded a new $7,207,560 Drinking Water State Revolving Fun loan (2.125 percent – 30 years) to fund the project shortfall. Repayment of Drinking Water SRF loan will be with project surcharge revenues. Current drinking water rates are $60.50 per month based on 7,000 gallon usage. These rates are sufficient to achieve 110 percent debt coverage for the Drinking Water SRF loan.
