Call to Order – The City Council met in special session at 12:00 p.m. in the Visitor Center, 1001 East 4th Avenue. Mayor Raffety presiding.

Roll Call – Mayor Raffety. Councilmembers: Mike Hanson, Mindy Rogers, John Weyh and Roger Briggs. Absent: Josh Karels and Craig Weinberg.

Present from the staff: Darin Thiele, and Cynthia Schumacher.

Public Present: Holli Seehafer.

The Mayor explained the purpose of the meeting was to discuss growing concerns regarding the contractor completing the underground storage reservoir. The project was scheduled to be completed October 2022. The original completion date was delayed to 2023 due to early winter weather. In the meantime, AO Industrial Solutions purchased the company and outstanding contract from the original owner. The project has been delayed due to the contractor being able to secure funding, supplies and staff. Following discussion, a motion was made and seconded to direct the contractor to complete the inside of the tank and prime the outside of the tank. No additional action is to be taken by the contractor without further review by the city and engineers. If necessary, the city will terminate the contract and secure a new contractor to complete the painting of the outside. Motion carried 5-0.

Adjourn –The next regular meeting will be October 9, 2023. Motion was made and seconded to adjourn at 12:26 p.m. Motion carried 5-0.
