The Big Stone City council met in regular session on Monday, October 2, 2023, meeting began at 6:30 p.m. with Mayor Brown presiding. Roll Call: Roscoe, Stoddard, G. Rabe, Hughes, and TJ Rabe. Others present: Attorney Stock, Nancy Lee, Bryan Austin, Redgey Rademacher, Jessica Amberg, Sue Christensen, Kathy Rabe, Scott Stecker, Cathy Stoddard, DeWane Stoddard, Glenda Loeschke, Arlyn Loeschke, Doug Stengel, Gene Biever, Robert Athey, Bill Tostenson, Betty Zahnow and Bob Zahnow. 

The Pledge of Allegiance and the South Dakota State Pledge were recited.

Motion to accept the minutes from the September 11, 2023 meeting was made by G. Rabe and seconded by Hughes. All in favor. Redfield absent. Motion carried.  

Motion to pay the presented claims was made by Hughes and seconded by TJ Rabe . Upon roll call Ayes: Roscoe, G. Rabe, Stoddard, Hughes, TJ Rabe. Nayes: None. Absent: Redfield. Motion carried.

Roscoe made a motion to approve building permit at 811 Drive and Hughes seconded the motion. Ayes: Stoddard, Hughes, TJ Rabe, Roscoe. Nayes: None. Abstain: G Rabe. Absent: Redfield. Motion carried.

Roscoe made a motion to approve the building permit at 117 Cornell Avenue and TJ Rabe seconded the motion. Ayes: Hughes, TJ Rabe, Stoddard and Roscoe. Nayes: None Abstain: G Rabe. Absent: Redfield. Motion carried.

Stoddard made a motion to approve up to $3,000 for the AED machine and TJ Rabe seconded the motion. Ayes: Roscoe, G Rabe, Hughes, Stoddard, Roscoe, and TJ Rabe. Nayes: None. Absent: Redfield. Motion carried.

Sheriff report for September: Hours worked 106. Activity report: One security check, one warrant arrest, one criminal investigation, three traffic tickets, seven traffic warnings.

Public Comments from Scott Stecker and Dewane Stoddard regarding the AMI Meters.

Hughes discussed all the expired vehicle tabs around town and has volunteered to get the proper information for letters to be sent out, since this is an Ordinance in the City.

Attorney Stock updated council on the contract with WinWater and it is ready for final signatures.

Sara Wollschlager was not in attendance but had a request that the City guarantee her two parking spots in the Liquor Store parking lot because she has recently bought the building right beside the parking lot. Discussion from council was that no guaranteed parking will be designated. All vehicles in that parking lot are subject to snow removal.

Surplus property bids were opened. Stoddard made a motion to accept highest bids with the exception of the tractor. The bidders for the tractor will have until October 10 at noon to rebid since it was a tie on the bid. Hughes seconded the motion. All in favor. Motion carried.

Redfield arrived at the meeting.

County roads, Cross Street and the Dyke road were discussed regarding snow removal.   

Stoddard made a motion to approve the second Reading of Ordinance 2023-01 Annual Budget 2024 with Rabe seconded the motion. All in favor. Motion carried. 

G. Rabe made a motion to approve the order of a new F250 pick up for the Utilities Department with TJ Rabe seconding the motion. Upon roll call Ayes: Roscoe, G Rabe, Stoddard, Redfield, Hughes and TJ Rabe. Nayes: None. Motion carried.

The City’s contract for water will be increasing November 1, 2023. Therefore, because of the increase to the City. Stoddard made a motion to increase water .25/1000 gal and sewer.125/1000 gals with Redfield second. Upon roll call Ayes: TJ Rabe, Hughes, Stoddard, G. Rabe, Roscoe and Redfield. Nayes: None. Motion carried. 

Stoddard made a motion to adjourn the regular meeting at 7:31 p.m. and go into executive session with G. Rabe seconded the motion. All in favor. Motion carried.

At 7:40 p.m. Redfield called to come out of executive session and Hughes seconded.  All in favor. Motion carried.

Next Council meeting will be November 6, 2023 at 5:30 p.m.

Being no further business Redfield called to adjourn the meeting at 7:40 p.m. Hughes seconded the motion. All in favor. Motion carried.
