December 29, 2023
The Grant County Commission met at 8:00 a.m. with Commissioners Buttke, Mach, Street and Tostenson. Commissioner Stengel was absent. Chairman Mach called the meeting to order with a quorum present. Motion by Buttke and seconded by Tostenson to approve the agenda as presented. Motion carried 4-0.
There were no members of the public present. Staff members present were Commissioner Assistant Layher, States Attorney Schwandt, EM Director Schuelke and Deputy Auditor Carrino.
Public Comment: Chairman Mach called for public comment three times. There were no comments. Chairman Mach closed the public comment.
2023 Year End: The Commission reviewed the year end financials. The following motions were made.
Contingency: Motion by Tostenson and seconded by Buttke to approve the following year-end contingency transfers. Motion carried 4-0.

Cash Transfers: Motion by Street and seconded by Buttke to approve the cash transfer as per the 2023 budget. Motion carried 4-0.

Capital Outlay Designation: Motion by Tostenson and seconded by Buttke to approve the following list of capital designations for YE 2023 within the General Fund with an additional $300,000 added to the jail project. Chairman Mach called for the vote. Motion carried 4-0.

Allocations: Motion by Street and seconded by Mach to approve a $30,000 allocation to the Revillo Fire Department. Board discussion was held. Tostenson made a substitute motion to hold a supplemental budget hearing in January 2024 to supplement the Fire Protection department 101-221 $50,000 and Highway department 201-311 $250,000 budgets. Further discussion was held. Tostenson stated he will rescind his substitute motion if Street amends his motion to allocate $10,000 to Revillo Fire Department instead of $30,000. More discussion was held. Chairman Mach called for the vote of approving a $30,000 allocation to the Revillo Fire Department. Vote Aye: Street, Nay: Tostenson and Buttke. Vote was 1-2. Motion failed. Mach called for another motion. Motion by Street and seconded by Mach to approve a $20,000 allocation to the Revillo Fire Department. Tostenson made a substitute motion to approve a $15,000 allocation to the Revillo Fire Department. It was seconded by Buttke. Chairman Mach called for the vote to allocate $20,000 to the Revillo Fire Department. Motion failed 1-2 with Street voting aye. Chairman Mach called for the vote on the substitute motion allocating $15,000 to the Revillo Fire Department. Motion carried 2-1 with Street voting nay. Motion by Tostenson and seconded by Mach to allocate $10,000 for bunker suits for the Big Stone City Fire Department. Discussion was held. Tostenson amended his motion to allocate $15,000 for bunker suits for the Big Stone City Fire Department. Mach seconded the motion. Motion carried 4-0.
Liquor License: Commissioner Assistant Layher presented the 2024 liquor license application for Bittersweet Lodge. Motion by Buttke and seconded by Tostenson to approve the application of the liquor license for 2024. Chairman Mach called for the vote. Motion carried 4-0.
1. Bittersweet Lodge located at 15196 455th Ave., in Lura Township with a legal description of South 200’ of the West 300’ of Gov’t Lot 4 in the SW1/4 in 7-120- 51, Grant County for Retail (on-sale) Liquor.
Travel: Motion by Street and seconded by Tostenson to approve travel for EM Director Kevin Schuelke to attend a rural railroad response class in Pierre. Motion carried 4-0.
County Assistance: None
Whetstone River Diversion Project: Motion by Tostenson and seconded by Buttke to approve Chairman Mach signing a letter of support for applying for the final funding project on the South Dakota side of the Whetstone River Diversion Project. Motion carried 4-0.
2024 Holidays: Motion by Tostenson and seconded by Buttke to approve the 2024 holiday schedule as presented. Motion carried 4-0.
2023 Salary Resolution: Motion by Buttke and seconded by Street to approve the 2023 salary resolution as presented which is a base increase of $1.25 per hour for the staff. Motion carried 4-0. Resolution adopted.
