Call to Order - The Milbank City Council met in special session at 6 p.m. on May 26, 2026, at the Milbank Visitor Center, 1001 East Fourth Avenue. Council President Mindy Rogers called the meeting to order.
Present - Councilmembers Roger Briggs, Ryan Gruba, Josh Karels, Mindy Rogers, Craig Weinberg, and John Weyh; staff members Steve Pendergrass and Cynthia Schumacher; and members of the public Kelsey Peery, Lacey Busack, Dillon Dwyer, Kyle Schwandt, Dusti Johnson, and Mike Hanson.
Agenda - A motion was made and seconded to approve the agenda, including the addition of Mayor Pat Rafferty’s resignation. Motion carried, 6-0.
The Council accepted the resignation of Mayor Pat Rafferty, effective May 22, 2026. Council President Mindy Rogers will serve as Mayor Pro Tempore.
A motion was made and seconded to approve the hiring of the following part-time officers, effective May 27, 2026: Alex Goergen at $28.00 per hour and Dylan Pfeilsticker at $30.00 per hour. Motion carried.
A motion was made and seconded to approve the hiring of Abe Fischer as seasonal recreation staff at $14.42 per hour, effective May 27, 2026. Motion carried.
A motion was made and seconded to approve the termination of Brittney Kramber, Utility Clerk, effective May 12, 2026. Motion carried.
A motion was made and seconded to declare the 2000 Ford F-550 fire truck as surplus property and authorize its sale to the City of Corona Fire Department for $44,000. Motion carried.
A motion was made and seconded to declare the following items as surplus property and authorize their sale through Purple Wave Auctions: (1) 1994 GMC TC109 pickup, (2) 2001 Dodge Ram 2500 pickup, and (3) John Deere 5200 tractor. Motion carried.
A motion was made and seconded to approve the listed claims: Basin Construction & Drain Tile, LLC, Lake Farley storm shelter, $148,010.00; and Water Rights Program, to maintain the effectiveness of Future Use Permit No. 549-3, $125.00. Motion carried.
Mayor Pro Tempore Rogers stated that she remained comfortable with Mayor Rafferty’s original proposed membership for the Capital Improvement Board and did not believe any changes were necessary. A motion was made and seconded to appoint Mindy Rogers, Kelsey Peery, Lacey Busack, Mike Hanson, and Dan Sorenson to the Capital Improvement Board. Motion carried.
A motion was made and seconded to enter Executive Session to discuss potential litigation. Motion carried. The Council reconvened in open session.
A motion was made and seconded to adjourn the meeting. Motion carried.
