Call to Order – The City Council met in special session on July 27, 2026, at 6:00 pm in the Visitor Center, 1001 East Fourth Avenue, with Mayor Pro Tem Rogers presiding.
Roll Call – Present were Council members John Weyh, Roger Briggs, Kyle Schwandt, Mindy Rogers, Ryan Gruba, and Josh Karels. Absent: None. Staff present included Steve Pendergrass, Cynthia Schumacher, Darin Thiele, and Boyd VanVooren. Members of the public included Nathan Watson, Randy Twistol, Nichole Bury, Tom Schuneman, Eric Pederson, Dillon Dwyer, Traci Stein, Dan Sorenson, Mike Mach, Brian Sandvig, Kelsey Peery, Dan Loehrer, Josh Wendland, Steve Wenzl, Sara Johnson, Bryan Johnson, Lance Junso, Sara Jo Anderson, Josh Anderson, Branden Berens, Dusti Johnson, Troy Gauer, Natalie Gauer, Scott Wiese, Jessica Hanson, Emmett Hanson, Kelsey Buttke, Derek Athey, Billy Wyant, Jeff Loutsch, and Kathy Ward.
Agenda – A motion was made and seconded to approve the agenda. Motion carried 6-0.
A motion was made by Gruba and seconded to appoint Mike Hanson as Mayor until a special election is held in June 2027 to fill the remaining three years of Mayor Raffety’s term. Mike Hanson served as a Councilmember until June of this year. Rogers explained that she had spoken with other members interested in the Mayor position. She stated her intention to recommend Mike Hanson for appointment, citing his 12 years of Council experience and recent service. Hanson has kept well informed and actively involved in current projects. Hanson’s appointment is expected to provide a smooth transition. Motion carried unanimously to approve the appointment of Mike Hanson as Mayor until the June 2027 special election. Motion was approved unanimously.
Mike Hanson took the Oath of Office.
A motion was made and seconded to approve the Consent Agenda as presented.
Consent Agenda –
1. Approve salary correction for Angel Chen, $22.80, effective 2-10-26.
2. Approve the claims list. Beyond Outdoors-property standards cleanup $1,938.75. Boyce Law Firm-legal services $1,862.50. DANR-Fiscal Office-stormwater construction permit $250.00. Milbank Fellowship of Christian Athletes-football camp registration reimbursement $2,415.00. NFL Flag-flag football jerseys $5,310.00. Nick’s Tree Service-tree removal & treatment $116,046.50. Petty Cash-postage/supplies $86.21.
A motion was made and seconded to approve the second reading of Ordinance 868 - An Ordinance authorizing the submission to the qualified electors of the City of Milbank of a temporary one percent municipal gross receipts tax for a community childcare center capital project. Establishing the purpose of the tax and the minimum amount to be generated. Providing for review by the Capital Improvement Board, deposit of revenues into a special capital outlay fund, expenditure of revenues for eligible capital improvement purposes, and an election. And providing for related matters pursuant to Chapter 10-52 of the South Dakota Codified Law. Mayor Hanson opened the floor for public comment; no one addressed the Council. The public portion of the meeting was closed. The Council reviewed the proposed ordinance, and there was no discussion. The second reading of Ordinance 868 passed unanimously by roll call.
