The Big Stone City council met in regular session on Monday, August 3, 2026, meeting began at 5:30 p.m. with Mayor Brown presiding. Roll Call: A. Goergen, Stoddard, B. Goergen, Roscoe, Redfield, and Hughes. Others present: Kelsey Stock, Nancy Lee, Megan Kaye, Sue Christensen, Kris Redfield, Dewane Stoddard, Cathy Stoddard, Vicky Torgerson, Teresa Goergen, Randy Schoon, Gary Longhenry, Pat Dwyer, Ryan Dwyer, Tammy Wollschlager, Kathy Rabe, Gevin Rabe, Ann Grabow, Arvene VanHout, Carol Rabe, Chari Bohlman, and Lisa Robinson.
The Pledge of Allegiance and the South Dakota State Pledge were recited.
Motion to approve the minutes from July 6, 2026 regular meeting was made by Hughes with Redfield seconded. All in favor. Motion Carried.
Motion to approve the claims was made by Hughes with Roscoe seconded. Upon roll call Ayes: B. Goergen, Stoddard, Roscoe, Redfield, A. Goergen, and Hughes. Nayes: None. Motion Carried.

Roscoe updated the council on the park. To date we have not received final go ahead from the DNR to start moving dirt. City wide rummage sale was discussed for September 11th & 12th, 2026. Roscoe will advertise the names, addresses and times of the sale. If a resident would like to be included stop into the city office with your information.
Sheriff report for July 2026: Hours worked 118. Call for service 56. Activity report included Citizen assist, welfare check, traffic complaints, traffic stops, suspicious activity investigation, burglary alarms, civil issues, Family Disputes, medical call, assault, and 911 hangups.
Public Comments: None
Kelsey Stock, Attorney stated the difference in classifications of property and what needs to be done before any changes can be made. Pat Dwyer had questions and concerns regarding switching his property from residential to commercial. If he follows the process and goes through the expense is there a guarantee that the City will approve the change. If not, there is no reason for him to change the classification of this property before he sells it, because he will not sell it to Ryan Dwyer if his business can’t go in there. Council will discuss at next meeting.
Stoddard made a motion to approve building permit for Randy & Pam Schoon. B. Goergen seconded. All in favor. Motion Carried.
Stoddard made a motion to approve building permit for Shaun & Denice Hooth with Hughes seconded. All in favor. Motion Carried.
Roscoe discussed the Big Stone City Librarian Janelle Kelly has put in her retirement notice and will be done August 8th. The floor was turned over to Tammy Wollschlager, Grant County Library Systems for updating council moving forward with the Library. Julie Spors will be the Interim Librarian moving forward. The hours and days open will stay the same for Big Stone City Library.
City dump site sign was discussed that it needs to be replaced. Roscoe is looking into having signage put up for the park location.
B. Goergen made a motion to adjourn the meeting at 6:04 p.m. and go into executive session with Hughes seconded. All in favor. Motion Carried.
Stoddard made a motion to come out of executive session with B. Goergen seconded. All in favor. Motion Carried.
Being no further business to discuss Stoddard made a motion to adjourn the meeting at 6:18 p.m. with Redfield seconded. All in favor. Motion Carried.
