August 10, 2026
The Wilmot City Council meeting was called to order at 7:01 p.m. on Monday, August 10, 2026, at the Wilmot City Office in regular session with Mayor Zachery Zempel presiding. Council members present: Roger Butler, Lindsey Dorosh, Jack Hansen, Denise Samson and Clayton Winge. Absent: None. Others in attendance were Finance Officer Diana Halseide.
Any visitors present were given time to address Council with any questions or concerns they had.
Mayor Zempel acknowledged a conflict of interest between Alderwoman Samson and agenda items related to Lancers Bar and alcohol permit requests as conflicts of interest and Alderwoman Samson will abstain from voting on these items.
Butler Motioned to approve the Agenda as read. Hansen seconded. All voted Aye, Motion carried.
Butler Motioned to approve the following Minutes: July 13, 2026, Regular Council Proceedings. Hansen seconded. All voted Aye. Motion carried.
Reports and Communications:
Mayor Zempel presented the progress and/or completion of the following projects as reported.
Water Purchased vs Water Sold: The July loss variable was 21.34% as reported with respect to GRRW beacon pulls compared to billing reads. The July loss variable as reported from the beacon read on the day of billing was 15.68%.
PW Maintenance Superintendent Report: PW Halseide’s report included preparations for Harvest Fest weekend, wastewater treatment facility maintenance, street sweeping, and city equipment maintenance.
Sanitary Sewer Project Closing Inspection: Bailey McTique from DANR was onsite to review project completion.
Lagoon Inspection for Wasterwater Discharge Permit: Kathleen Grigg was on site to inspection the City’s Lagoon/Wastewater treatment facility for the City’s reapplication for a Wastewater Discharge Permit.
Property Appraisal for SDPAA Insurance: SDPAA contracted with a new appraisal firm and an appraiser was onsite to update the City’s account.
Outfall Line: Paperwork is in progress.
Citizen Complaints or Concerns: Any complaints or concerns were discussed.
Claims: Council reviewed the claims for warrants.
Hansen Motioned to accept and approve the disbursements. Butler seconded. Roll Call Vote of Aye: Butler, Dorosh, Winge, Hansen, Samson. Nay: None. Absent: None. Motion carried.
Financial Reporting ending July 31, 2026, was submitted to Council by Finance Officer Halseide and reported as: Checking $921,124.57; Savings $405,495.63; SRF Checking $4,947.84; SRF Debt Reserve CD $209,279.97; RD Water Debt Reserve CD $16,272.00; RD Sewer Debt Reserve CD $11,274.00; Petty Cash $200.00, Library; $29,159.00.

Council reviewed the July 2026 financial statements, sales recap, and outstanding receivables.
Hansen Motioned to accept and approve the City Financials for July 2026, as submitted by FO Halseide. Samson seconded. All voted Aye, Motion carried.
Librarian Argo submitted the Library financials for July 2026.
Butler Motioned to accept and approve the Library Financials for July 2026, as submitted by Librarian Argo. Hansen seconded. All voted Aye, Motion carried.
Old Business:
Discussion for a meter pit for the water lines for Elsinger’s and Route 15 was tabled until the April 2027 meeting.
New Business:
Hansen Motioned to approve the resignation of Paula Minnala from employment with the City. Butler seconded. All voted Aye. Motion carried.
Butler Motioned to hire Alexandra (Bohn) Anderson to clean the City Office restrooms and hallways on a weekly basis at the monthly rate of $200.00. Samson seconded. All voted Aye. Motion carried.
Butler Motioned to obtain a second quote for new lighting and electrical work at the City ball field and Main Street to compare with the quote received from Mayou Electric. Dorosh seconded. All voted Aye. Motion carried.
Hansen Motioned to approve waiving the Community Center Rental fee for the Community Club Harvest Fest held on 07/24 – 07/26/26 with a $150.00 cleaning fee. Dorosh seconded. All voted Aye. Motion carried.
Butler Motioned to approve a request for a Special Alcohol Permit to serve alcoholic beverages at the community center at the Schaffer Wedding Reception to be held Saturday, September 5, 2026. Hansen seconded. Samson abstained. All others voted Aye. Motion carried.
Discussion on the quote provided by IMEG for repaving Grant Ave was tabled until the next regular meeting.
The City Logo Revamp died due to lack of motion.
Butler Motioned to approve the 5-year lease renewal of the Operator’s Agreement with James Samson for the operation of Lancers Bar from September 24, 2026, to September 23, 2031. Hansen seconded. Samson abstained. All others voted Aye. Motion carried.
Hansen Motioned to approve the 60-month lease in amount of $62.73 per month, for a Kyocera TASKalfa 308ci MFP printer for the city office. Winge seconded. Roll Call Vote of Aye: Butler, Dorosh, Winge, Hansen, Samson. Nay: None. Absent: None. Motion carried.
Dorosh Motioned to have City Attorney Stock send warning letters to the parents of the individuals that were performing burn outs in the Community Center parking lot in July. Hansen seconded. Roll Call Vote of Aye: Butler, Dorosh, Winge, Hansen, Samson. Nay: None. Absent: None. Motion carried.
Butler Motioned for the second reading of Code of Ordinances Chapter 34: Public Safety and Law Enforcement/Fire Department revision. Hansen seconded. All voted Aye. Motion carried.

A Special Council Meeting for a first reading of the 2027 Budget will be August 24, 2026, at 7 p.m. in the Wilmot City Office.
The next Regular Council meeting is scheduled for Monday, September 14, 2026, at 7 p.m. at the Wilmot City Office located at 725 Main Street.
